The Director is primarily responsible for strategic leadership, policy development, implementation, and program delivery for Forest Service recreational opportunities, administrative land uses, products, and assets to Congress, Administration representatives, recreational users, cooperators, and special interest groups to maximize opportunities of national forest lands and resources. This includes 26,000 recreation special use authorizations worth nearly $2 billion to their holders, enabling thousands of private-sector professionals to support local, regional and national economies through outdoor recreational activities on Forest Service lands. The Director also provides strategic leadership and direction to delivering conservation and protection of Cultural and Heritage resources and volunteer, conservation service and other public engagement activities.
The Director exercises the full range of supervisory duties for two Assistant Directors and other subordinate supervisors and employees. Performs the overall work planning, establishes work priorities, and assigns and reviews work. Personally discusses with subordinates the progress of the work and problem areas as they arise. Directs and recommends employee status changes, such as promotions, reassignments, and other personnel changes. Sets performance standards and evaluates performance. Identifies training needed by subordinates, and ensures that training opportunities are provided. Resolves complaints and advises employees on matters related to less than adequate performance. Keeps employees informed of management policies and goals.
The Director directs the two Assistant Directors in maintaining and increasing the effectiveness of the Recreation, Heritage, and Volunteer Resources programs described below in policy making, program planning, inspection, training, and evaluation of results nationwide. Activities in the various areas of the program present extremely complex problems in meeting both short-term and long-range objectives of the Forest Service for meeting present National Forest, Recreation, Heritage, and Volunteer Resources demands, and developing and managing these important resources to meet increasing future demands.
The Director negotiates memoranda of understanding and agreements with various public and private sector entities; local, state, and Federal agencies; recreational groups and associations, and interest groups who have concerns and advocacy for the use of national forest lands.
Analyzes problems/opportunities, information, and data relating to the recreation and heritage program components and defines solutions and action plans in simple and understandable language and options, and works effectively with the private sector to establish partnerships to strengthen Forest Service assets. Initiates programs and gives direction to assure the accomplishment of program objectives. Determines functional assignments in the field and assigns major work projects, initiates new objectives and imaginative approaches to accomplishment of responsibilities as the need becomes apparent, and maintains a continuing surveillance of program accomplishment. As a part of the overall Recreation, Heritage, and Volunteer Resources program development, the Director is responsible for determining budgetary requirements.
The Director develops objectives, policies, technical standards, and methodology pertinent to Recreation, Heritage, and Volunteer Resources; and analyzes the impact of program studies of complex questions for the purpose of evaluating and developing policies, standards, and management practices necessary to meet program objectives effectively and efficiently. Makes and directs program reviews of activities throughout the National Forest System Regions and their field units for performance in Recreation, Heritage, and Volunteer Resources. Reviews also cover compliance with policies and standards, efficiency of operations, quality and quantity of results, and effectiveness of all Recreation, Heritage, and Volunteer Resources activities in meeting the overall program and objectives of the Forest Service. On the basis of these reviews and related observations, formulates and recommends changes in policies, regulations, procedures, and action programs.

This position requires a favorable credit check as part of the background investigation.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.
As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: • Directing the work of an organizational unit;
• Ensuring the success of one or more specific major programs or projects;
• Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
• Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer. The narrative must not exceed 10 pages.
NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications; Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting; and should be addressed over the course of each ECQ narratives. It is not necessary for you to address the Fundamental Competencies directly as long as the narrative, in its totality, shows mastery of these competencies on the whole.

MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Each TQ narratives must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.
1. Capability and experience to develop and maintain productive relationships with diverse state, private, non-profit and other stakeholders that would enable well informed development and delivery of public lands recreation-related policy and resource allocation.
2. Experience in guiding organization change efforts to redirect delivery of mission activities that include accountability standards for organization managers, and include components of organizational learning.
