This position is located in the Environmental Cultural Resource Program (ECC) within the Environmental Planning and Analysis organization (EC) of Environment, Fish and Wildlife (E), for the Bonneville Power Administration (BPA). The Environmental Compliance Cultural Resource Program (ECC) fulfills agency cultural resource management goals and objectives and ensures compliance with section 106 of the National Historic Preservation Act in addition to other statutes, regulations, and policies. This function provides professional interpretation of laws concerning cultural resources and implementation for federal undertakings, and provides technical advice on cultural resource management concerns. The program consults with a variety of consulting parties, including state historic preservation officers, tribal historic preservation officers, and Indian tribes in BPA’s service area. This function coordinates with the U.S. Army Corps of Engineers (Corps) and Bureau of Reclamation (BOR) to conduct compliance with cultural resource laws and regulations for 14 Federal Columbia River Power System (FCRPS) projects.
A successful candidate in this position will function as a cultural resource specialist, working with BPA project environmental leads. The BPA environmental leads for new construction are located within KEC. Environmental leads for O&M activities for transmission facilities are located within the BPA Pollution Prevention and Abatement group (KEP). KEC and KEP environmental leads notify BPA archeologists of projects and request their assistance in carrying out cultural resource compliance.
