The general counsel's office is small, consisting of approximately 15 attorneys, who regularly meet with and advise policy officials in the White House, OMB itself, and other agencies outside the Executive Office of the President. The OMB General Counsel's office provides legal advice and assistance relating to the full range of government-wide and agency-specific matters that OMB handles, including regulatory actions, legislative proposals, budget and appropriations issues, procurement policy, grants policy, and financial management policy. The office also works on in-house legal matters, including personnel, ethics, litigation, and the Freedom of Information Act.
It is envisioned that the attorney would spend the majority of his or her time handling legal issues concerning health and administrative law; working with staff and officials at OMB, the Department of Justice, the Department of Health and Human Services, and other agencies. In addition, because of the small size of the Counsel's office and the breadth of OMB's activities, the attorney would be expected to handle projects and tasks in other areas of law covered by the office, particularly litigation and fiscal law.

Applicant must possess a J.D. Degree and be a graduate from a full course of study in a School of Law accredited by the American Bar Association.
