The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. Serves as Deputy Office Head and a member of the leadership team of the Office of Budget, Finance and Award Management (BFA). The Deputy Office Head, BFA partners with the Office Head in providing leadership and direction for the development, analysis and execution of the Foundation’s budget; financial management of the Foundation’s operations; award and administration of grants, contracts and cooperative agreements; administration of the Foundations procurement, cost analysis and audit resolution functions; assessing, developing and communicating key policies for these operations; and coordination of policy and oversight of Large Facility Projects.
In this leadership role, the incumbent must demonstrate an awareness of, and sensitivity to, the role of the Foundation in most effectively conducting its mission in support of science and engineering research and education. The Deputy Office Head assumes the Office Head role in the absence of the Office Head.
The incumbent of this position is designated as a Senior Agency Official for the purpose of email records management. The e-mail records of Senior Agency Officials will be permanent records in accordance with OMB and National Archives and Records Administration (NARA) requirements.

1. Demonstrated ability in general management of, and knowledge of and extensive practical experience in, business, public administration, accounting, policy and program analysis in large public and private sector organizations and academic institutions.
2. Demonstrated experience implementing major Administration, Congressional and private sector initiatives that impact the administrative operation and business processes of an organization, including factors that impact financial resources and business management.
3. Knowledge and ability to integrate budget and performance objectives with financial and resources management processes to address specific organizational needs, including those of complex research and development programs and organizations.
4. Demonstrated ability to communicate effectively, both orally and in writing. Includes the ability to provide effective liaison with Administration officials, Congressional staff, and representatives of stakeholder organizations.
5. Knowledge of the Federal budget and financial processes, including the roles of OMB and Congressional committees and the timing, format, and basis for significant budgetary decisions and oversight activities. Includes ability to implement, interpret and execute OMB circulars and guidance.
