The duties of this position are developmental in nature, leading to the full performance level of GS-09. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Work assignments are progressive and intended to provide specific career‑related training and experience to develop skills and knowledge necessary to perform increasingly difficult technical assignments.
As a student trainee, performs basic developmental assignments providing support and assistance in the procurement field.
Performs a variety of duties that involve the review and examination of various procurement instruments, and their supporting documents for final processing, and distribution. Instruments include a wide variety of supplies and various services, construction, environmental studies, etc. Data from instruments is entered into databases and automated systems for processing.
Reviews and processes modifications for various types of contracts. Ensures accuracy of funding, terms and conditions, and adequacy of other documentation required.
Assembles a variety of documents, e.g., cost and pricing data, funding documents, notice of intents, grants, agreements, etc., into a file package. Screens packages to assure that the documentation is included and complete. Ensures all necessary requirements are complied with i.e., signatures, supporting papers, etc, prior to forwarding documents to the official files. Prepares and forwards memorandums to responsible elements to obtain missing documents.
To be eligible, an applicant must:
- be at least 16 years of age or older;
- be in good academic standing, as defined by the school you are currently attending; and
- be a student who has been accepted for enrollment for the next quarter/semester and must maintain at least a half-time course load as defined by your educational institution while serving in this position OR be a student who is currently enrolled and seeking a degree (diploma, certificate, etc.) in an accredited high school, technical or vocational school, 2-year or 4-year college or university, or graduate or professional school.
Interns must continue to meet program eligibility requirements throughout the duration of the appointment.
In addition, they must meet all eligibility and qualification requirements by the closing date of the announcement.
Individuals serving in Intern – Indefinite appointments may be noncompetitively converted to a permanent or term position within 120 days of successful completion of the program. Conversion is neither promised, nor guaranteed. To be eligible for conversion to a permanent or term position, an Intern must also:
- Be a US Citizen;
- Complete at least 640 hours of work experience acquired through the Internship Program;
- Complete degree or certificate requirements;
- meet the Office of Personnel Management’s qualification standards for the position to which the Intern will be converted (which may include a positive education requirement);
- Meet all agency and program specific requirements as specified in their individual Participant Agreements;
- Perform their job successfully as documented through performance evaluations; and
- Be recommended for conversion by their manager or supervisor.
Based on guidance issued in Presidential Memorandum dated January 23, 2017 and supplemented by the Office of Management and Budget guidance dated January 25, 2017, conversion to a permanent position upon meeting the requirements of the Pathways program is not guaranteed.

Telework: Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Employment Conditions:
-Applicants must be available to work part-time in the Sacramento area during the school year and full time during the summer.
-The duration of a Pathways appointment is a trial period.
