This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC §1705(g).
This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
About the Position:
This Management Analyst NH-0343-03 position is located in the Program Executive Office, Intelligence Electronic Warfare and Sensors (PEO, IEW&S), within multiple Project Management Offices and will be located in one of the following locations: Aberdeen Proving Grounds, MD, Fort Belvoir, VA or Huntsville, AL.
The Project Management Office, Aircraft Survivability Equipment (PMO ASE), at Redstone Arsenal in Huntsville, AL. PMO ASE's portfolio includes three Acquisition Category (ACAT) 1 Programs of Record, two ACAT III, a pre-Material Development Decision ACAT I, and two Quick Reaction Capability (QRC) efforts with a total average annual budget of $550M. PMO ASE employs over 250 employees consisting of military, DA civilians, and support contractors. This diverse work environment is very challenging and rewarding. PMO ASE is currently located off-post in Research Park in a stand-alone facility fully-compliant with DA and Homeland Security Act requirements. Huntsville is home to the U.S. Space and Rocket Center, championship golf courses, several museums, professional theater, symphony, sports franchises, four local universities and is surrounded by numerous boating, camping, hunting and fishing opportunities.
