As a Contract Specialist you will be responsible for the following duties:
Negotiation
- Serve as a Lead Negotiator of a Government Negotiation Team for specialized and complex supplies, services, equipment, systems or research and development contracts.
- Plan the negotiation strategy, coordinate that strategy with the negotiation team, and lead the negotiations.
- Ensure all questionable points have been resolved and that the negotiated agreement is fair and reasonable.
- Resolve any statements made by the Contractor which indicate qualified acceptance of the negotiated terms and conditions.
- Secure any necessary approvals; i.e., signature of a warranted contracting officer, and make award.
Acquisition Planning
- Develop procurement objectives for the programs in terms of competition and price range.
- Advise program officials of source lists and source selection procedures for competitive negotiated acquisitions.
- Advise program officials of legal and regulatory requirements, funding requirements, type of contract, method of acquisition of major subsystems and support requirements, cost, schedule and performance incentive plans, award fee plans, and subcontracting and set-aside policies.
- Develop and issue solicitations and requests for proposals (RFPs).
- Perform detailed analysis of all elements of cost proposals using independent judgment as appropriate to temper and augment the evaluations accomplished by technical and audit personnel.
- Make or participate in competitive range determinations in competitive source selections and coordinate same with the Source Selection Authority (SSA).
- Explore new and/or innovative contracting approaches to arrive at an equitable contract arrangement.
- In unusually complex situations, obtain advice and guidance from Government specialists, such as attorneys, auditors, price analysts, production specialists, and property administrators.
- Assist in the preparation of sole source justifications.
Documentation and Contract Definitization
- Determine the adequacy of acquisition documentation and prepare contractual instruments in compliance with the Federal Acquisition Regulations (FAR), NRO Acquisition Manual (NAM), and office policy or procedures for specialized and complex supplies, services, equipment, systems, or research and development contracts.
- Prepare solicitations or requests for proposals (RFPs), determinations and findings, and ancillary correspondence and documentation.
- Prepare and definitizes all necessary contractual documentation to insure a complete description and auditable record of all relevant factors (including legal, technical, and cost/price) effecting the acquisition.
- Process contract modification documents such as Change Orders, Supplemental Agreements, and Termination Notices to reflect changing conditions during the life of the contract.
Administration
- Monitor contractor performance throughout the period of performance, to include cost, technical performance, scope and administrative changes, Government Furnished Property or Equipment (GFP/E), patent/royalties, overtime, and payments for specialized and complex supplies, services, equipment, systems, or research and development contracts.
- Maintain close liaison with appropriate Government and Contractor personnel.
- Perform periodic travel to Government facilities/sites and Contractor facilities to attend negotiations, technical conferences, and business meetings to order to obtain first-hand detailed information and data in connection with a Contractor's management controls and business procedures, particularly in the areas of accounting, budgeting, estimating and production.
Other Duties
- Review Statements of Objective/Work (SOO/SOW), and proposals for content, compliance, and responsiveness.
- Review and analyze proposals, spreadsheets, contracts and contract changes.
- Negotiate multi-year firm fixed-price (FFP), firm fixed-price level of effort (FFP/LOE, time and material (T&M), cost plus fixed fee (CPFF) and level of effort (CPFF/LOE), incentive fee (CPIF) and award fee completion and level of effort contracts (CPAF/C/LOE) with little to no supervisory assistance.
- Monitor progress of contracts and make recommendations to senior specialist/contracting officers for changes, funding requirements and payment, schedule changes and/or contract closeout.
Substitution of education may not be used in lieu of specialized experience for this grade level.
