This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the recommendation of the supervisor and will be contingent upon the employee meeting the education/experience basic requirements for the GS-13 grade level, satisfactory performance, and availability of higher level work and funds.
The incumbent serves as the Training Officer/Instructor for the VHA Medical Sharing/Affiliate Office (MSO). In this capacity, the incumbent will have direct responsibility for the MSO planning, formulation, and execution of the annual training program to ensure the Acquisition Workforce under the VHA Acquisition Service Area (SAO) Network Contract Activities (NCA's) is fully trained in all aspects relating to Healthcare Resources Contracts. The incumbent will have the responsibility for performing professional work involving the procurement of supplies and services using procedures outlined in the Federal Acquisition Regulations, VA Acquisition Regulations, Public Laws, and Agency policy. This will also include oversight of customer focused training provided to VISN and Medical Center employees. The incumbent will be required to possess those requisite skills and experience to effectively deal with an assortment of contract issues at a full performance level. Other duties include but are not limited to:
- Performs long-range planning and development of annual Healthcare Resource training programs.
- Responsible for developing and executing the training plans for contracting professionals that work at the SAO/NCO facilities.
- Makes overall assignments for training duties and responsibilities; clearly defines training objectives.
- Advises the MSO Director on all matters affecting contracting training, systems, and procedures.
- Performs contract reviews and provides guidance regarding complex contracts administrated by other Contract Specialists, identifies special training needs, and conducts mentoring and contract training.
- Evaluates current and emerging instructional technologies for their applicability to Contracting Officer training activities.
- Serves as the Healthcare Resource Contracting Instructor for Acquisition Workforce with VHA.
-Serves as subject matter expert in all areas pertaining to health care delivery system procurement and contracting.
