    Summary

    The Senior Systems Administrator is responsible for planning and coordinating the installation, integration, testing, operation, troubleshooting, and maintenance of CRS network hardware (servers, storage, and backup systems), network operating systems, the CRS directory, and network software systems to ensure the availability, functionality, and interoperability of systems serving the research and information needs of the Members and staff of the United States Congress and the staff of CRS.

    This position is located in the Office of the Chief Information Officer, IT Customer Engagement Directorate CRS Support Division.

    The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

    The incumbent of this position will work a flextime or complex work schedule.

    This is a non-supervisory, bargaining unit position.

    Responsibilities

    Plans and coordinates the installation, integration, testing, operation, troubleshooting, and maintenance of CRS enterprise network hardware (primarily servers, storage, and backup systems), network operating systems, and network software systems to ensure the availability, functionality, and interoperability of systems serving the research and information needs of congressional clients and the staff of CRS. Manages CRS systems resources including performance, capacity, availability, serviceablity, and recoverability. Leads and participates in multi-disciplinary teams of Federal employees and/or contractors engaged in activities related to the administration of CRS network hardware, network operating systems, and network software systems.

    Manages the CRS directory, accounts, network rights, and agency-wide access to systems and equipment and develops and documents systems administration standard operating procedures for the agency.

    Evaluates and verifies impacts of proposed new systems, networks, and software designs on current and planned CRS IT architecture. Plans, schedules, and oversees the installation of new or modified network hardware and software operating systems and network applications software and the integration of diverse server platforms into the existing architecture. Resolves hardware/software interface and interoperability problems and ensures systems availability, functionality, integrity, and efficiency. Resolves integration issues related to the implementation of new systems within the existing infrastructure. Develops and implements migration strategies, including planning for continuity of operations during the deployment of new server or network operating system technology. Maintains systems configurations documentation. Manages the installation and integration of systems patches, updates, and enhancements. Plans and coordinates the installation, configuration, maintenance, and upgrade of enterprise management software.

    Provides expert analysis and advice and develops solutions to solve issues and problems associated with agency-wide IT programs. Leads, conducts, and participates in complex management studies and reviews - particularly those related to the planning, installation, integration, testing, operation, troubleshooting, and maintenance of CRS network hardware and software systems, the CRS IT environment, and the evolving CRS IT architecture framework to support congressional clients and CRS staff.

    Develops and recommends policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of information technology systems and subsystems to meet the overall information needs of multiple major organizational units, including the U.S. Congress and CRS. Leads the development of CRS policies and procedures related to CRS system administration activities and services, including policies and procedures that facilitate CRS-wide system interoperability. Identifies policy needs and priorities in this area. Provides authoritative guidance and technical advice to systems administrators throughout CRS responding to serious system threats.

    Participates in the coordination of contract administration activities for long term, extensive technical service contracts. Performs feasibility studies to evaluate different vendors and their products. Prepares or reviews Requests for Proposals (RFPs) and Statements of Work, technical assessment reports, design documents, implementation plans, and test plans. Recommends acceptance or rejection to senior management.

    Directs vendors in the installation, integration, and maintenance of computer hardware, network operating systems, and network software systems. Monitors and evaluates contractor activities. Independently evaluates contractor procedures for the analysis, design, development, testing, and support of IT systems. Collaborates with vendors and end users to ensure that contract requirements are met and that all activities are performed in compliance with terms of the contract. Reviews work products of contract personnel, including accepting, amending, or rejecting their work. Sets priorities and prepares schedules for completion of work. Conducts research and analysis to determine if actions are required to exercise the option years on contracts to ensure that they do not expire. Recommends modifications to acquisition strategies.
