- The incumbent of the position is principally responsible for providing technical expertise for the design, review and integration of Web based, RESTful APIs used for communication between various NARA IT systems (principally the ERA 2.0 platform), as well as between NARA IT systems and systems outside NARA. This position will also be key to the design, integration and performance of a portfolio of over 70 NARA IT systems.
- The incumbent plans and/or accomplishes a wide range of IT projects, exploratory development, and advanced development projects essential to the NARA IT program, utilizing Application Programming Interfaces. . The employee plans, evaluates; initiates, organizes, directs, coordinates, and performs research or other professional or scientific work. Leads the system engineering efforts and supports the system engineering processes. Actively working collaboratively within NARA, the incumbent is an agency resource to resolve API system integration and engineering issues, requirements, and service delivery engineering problems. The incumbent will ensure that the API design meets system, functional, quality, and security requirements; provide technical expertise to weigh the relative advantages and disadvantages of design alternatives being considered, and resolve system integration and engineering issues.
- The incumbent will analyze/perform the work necessary to plan, design, develop, acquire, document, implement, integrate, test, maintain and modify IT systems and application APIs, in most cases with contractor support. Employee will work with stakeholders across many of NARA's business units to develop API Use Case requirements and will analyze, review and make recommendations concerning the technical feasibility of system user requirements and their suitability for integration within NARA's existing or planned enterprise architecture.
- Serves as Subject Matter Expert (SME) in terms of API testing, specifically focusing on designing API test program and software automation. As such, will strategize, design, organize and lead the development of the API regression testing framework, including designing and developing test management plans and test procedures for API testing and regression testing activities. The employee will conduct API test plan review meetings with project stakeholders, coordinate defect resolution activities to meet project deadlines, ensure the appropriate planning and management of the test resources and assess the progress and effectiveness of the API testing effort.
- In conjunction with NARA's System Engineering Director, the incumbent will perform in-depth analysis of automated and manual systems and will assess NARA's needs for upgrading existing API to evolve operational systems. Reviews emerging technologies related to cloud, networking, storage, search, and other areas which could have impact or provide greater efficiency to existing or upcoming NARA API initiatives, and recommends changes or identifies new approaches and emphases that are necessary to solve NARA's systems and applications needs and priorities.
- The incumbent defines and implements prototyping activities designed to assess technology maturity; uncovers defects in the system and analyzes the viability and testability of solutions to ensure fulfillment of IT programs and projects. Coordinates with other specialists as appropriate (Security, Operations, Testing, Requirements, Risk Management, etc.). Weighs the relative advantages and disadvantages of the alternatives being considered (e.g. technology, design approach, and performance variables); analyzes and makes recommendations.
- Incumbent provides advice to top level NARA management on new technical developments and advances and their appropriate application to the IT program missions and business requirements. Supports management through technical writing; technical reviews and assessments; policy development, implementation, and enforcement; and oversight on the development, operations, and maintenance of NARA systems.
- The employee will continually research and review on-going development of API design standards and industry best practices, and insure that NARA's IT system APIs reflect those standards and practices, and evolve them as necessary.

Basic requirements:
You must have a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
GS-14 - In addition to the above basic requirements, you must possess one year of specialized experience, equivalent to the GS-13 level, architecting, designing, developing and implementing Application Programming Interfaces (API) using technologies such as REST, SOAP, JAX-WS, in the development of Cloud based, mobile or Open sources IT systems.
