The Deputy to the Assistant Deputy Under Secretary for Health, Administrative Operations (ADUSH/AO) serves in direct support of the ADUSH/AO. The Deputy will share in programmatic responsibility to ensure administrative operations is closely aligned to clinical operations in the construction programs, activations, engineering, and occupational safety and health. The Deputy to the ADUSH/AO must have an understanding of the healthcare building's design, non-medical equipment needs, knowledge of medical equipment, and an overarching understanding of the environment of care. This position may be involved with the design or renovation of healthcare facilities to enhance the patient experience and address access to care. The Deputy to the ADUSH/AO will interact with the VISN/Facilities engineers as well as the clinical leadership in the planning phases to ensure compliance with Patient Safety, Infection Control, appropriate management of hazardous materials, compliance with the Life Safety Code, developing programs to ensure deferred maintenance schedules, and participate in emergency training and drills. The Deputy to the ADUSH/AO will lead the development and provision of risk protocols to assess health program compliance and educational needs system wide, and assure that findings are utilized to modify and improve programs. The incumbent will be responsible for working with the clinical program leads to formulate and prepare budget initiatives with the justifications and defenses for funding needs to increase access to and delivery of health services to all Veterans, including women and Veterans residing in rural areas. The Deputy to the ADUSH/AO will lead the development and analysis of process metrics related to Environment of Care, construction, engineering, occupational safety and emergency management programs to improve patient and employee safety, quality, satisfaction and cost effectiveness.
Additionally, The Deputy to the ADUSH/AO will be responsible to ensure effective oversight for healthcare construction projects, activations, and prioritization of non-recurring maintenance. The Deputy will lead various committees or task forces on healthcare systems at the VISN and/or VA levels as designated by the VA Secretary, DUSHOM, or the ADUSH/AO.
Physical Requirements: Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences.
Articulates healthcare policy and VHA's mission, vision and plans to individuals and organizations, both within VA and outside the Department; represents VA and gives presentations to local and national meetings, professional organizations and other related organizations; develops and maintains collegial relationships with peers throughout the organization, as well as private and public organizations.
