    This National Guard position is for a DOCTRINE TRAINING AND FORCE DEVELOPMENT OFFICER, Position Description Number D1780000and is part of the ID Joint Force Headquarters Air, Idaho Air National Guard.

    NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

    Responsibilities

    As a DOCTRINE TRAINING AND FORCE DEVELOPMENT OFFICER, GS-0340-12:

    This is a provisional position description that projects duties and responsibilities associated with the Joint Staff. This position is located in the Joint Force Headquarters-State, (JFHQ-State), Doctrine, Training, and Force Development Directorate (J-7). The primary purpose of this position is to serve as the Doctrine, Training, and Force Development Officer. Functions as the JFHQ-State principal staff officer in the areas of joint force development; supporting operational planning; joint doctrine; education and professional military development; staff training; exercises; and assessment. Works with the Army and Air National Guard training and exercises staff elements to ensure continuity of effort. Pursues joint force development through joint doctrine, training, tactics, techniques, and procedures. Functions as the JFHQ staff officer for training transformation. Assists the JFHQ Commander in preparation of supporting plans, programs, activities, exercises and training. In cooperation with the Combatant Commanders (CoComs), National Guard Bureau, Services, and interagency organizations, exercises and improves the state National Guard capabilities in support of Federal and State missions. Manages the state National Guard joint exercise and assessment programs. Develops and promulgates State National Guard operational plans, studies and concepts. This position requires military membership.

    Serves as the primary staff officer for developing joint integration plans, joint training, joint professional military education and exercise programs, and to develop the action plans to implement approved joint strategies for the department. Responsible for development of the State long- range force integration plan. Analyzes the management of the State Force Integration Program. Analyzes information provided on conflicts identified, substantive changes and doctrinal issues, and the recommended courses of action.

    Plans, coordinates and conducts joint exercise to facilitate joint and interagency operations. Plans, conducts and evaluates Joint Staff professional and technical training programs. Integrates the response plans of the state with other responder agencies. Plans the integration and implementation of new systems and capabilities.

    Provides JFHQ-State input to Combatant Commander's war plans, with emphasis on homeland defense/homeland security. Assists local, state and federal government and other agencies in the preparation of supporting plans, programs, activities, exercises and training. Functions as JFHQ-State officer of primary responsibility for the DoD Training Transformation (T2) program. Plans, coordinates, and conducts joint exercises to facilitate joint and interagency operations. Oversees and manages JFHQ-State joint assessment and lessons learned programs. Administers Joint Professional Military Education programs. Plans, conducts, and evaluates JFHQ-State joint professional and technical training programs.

    Develops and issues pertinent policies and training budget directives to enable effective planning at the unit level. Reviews budget estimates and requests and requires periodic reports to identify expenditures and current status to ensure proper management and control of funds are being exercised.

    Reviews the Educational Assistance program operations which include: 100% Tuition Waiver Program, Continuing Education Programs, Tuition Assistance Funds, Montgomery GI Bill, Education Testing, and Distance Learning Programs. Provides oversight on the Guaranteed Reserve Forces Duty ROTC Scholarship Program with the Military Professor of Science at Colleges and Universities throughout the state.

    Represents the J-7 in dealing with a variety of state and National Guard functional area organizations. Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and to resolve significant problems that arise. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, command, or agency.
