The Federal Railroad Administration (FRA) is responsible for ensuring the safety of the Nation’s passenger and freight rail operations and infrastructure by promoting safe, efficient, and accessible rail transportation. The mission and focus of FRA have grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.
This position is located in the Safety Law Division, Office of Chief Counsel, FRA. The person selected for the position will be responsible for (1) assessing civil penalties for violations of Federal rail safety statutes and regulations against railroads, hazardous materials shippers, and other entities, including individuals, (2) developing and drafting rail safety regulations, (3) conducting offensive and defensive litigation, (4) developing and drafting rail safety legislation, and (5) providing miscellaneous legal services supporting FRA's safety program, e.g., preparing legal interpretations and representing FRA employees whose testimony is sought in private litigation.
The Ideal Candidate for this position has strong research and analytic skills and the ability to interpret and report on complicated factual and legal issues. The candidate possesses the ability to present information verbally and in writing and has experience successfully dealing with individuals from diverse backgrounds. The candidate should be capable of handling multiple projects, cases, and issues simultaneously.
