This position serves as the Director, Security, Safety and Law Enforcement and is responsible for directing the programs of Physical and Personnel Security, Dam Safety, Continuity of Operations, Law Enforcement, Safety and Health, and Emergency Planning for the Bureau of Reclamation. This organization is responsible for protecting employees, the public and Reclamation facilities through implementation of an integrated security, safety and law enforcement program. The Director is responsible for the overall planning, development, coordination, implementation, and administration of a comprehensive security, safety and law enforcement program. He/she advises the Commissioner and Deputy Commissioner regarding the development and execution of Reclamation objectives and policies for physical and personnel security, safety, dam safety, emergency management, and law enforcement management efforts and establishes policies required to implement these Reclamation-wide programs. The Director is responsible for developing program plans and budgetary requests and the preparation of submissions for congressional review. He/she evaluates the status of these activities and keeps the Commissioner informed. Responsibilities directly and significantly impact the Commissioner’s field operational objectives. The incumbent is responsible for evaluating and assessing Reclamation’s capability in effectively achieving the execution of its legislative mandate, administrative objectives and priorities, and meeting Department and Reclamation program goals.
The Director has responsibility for establishing policy and directives that address implementation of program goals, standards, and restrictions and approves Reclamation’s Security, Safety, Dam Safety, and law enforcement measures. The Director serves as the designate Bureau Director for Law Enforcement as defined in the Departmental Manual. The Director also serves as the lead Executive for Continuity of Operations for the Department.
He/she manages a staff in Lakewood, Colorado, including the Personnel and Physical Security Program, Law Enforcement, Dam Safety Program, Emergency Management, and Safety and Health.

TECHNICAL QUALIFICATIONS
1. Clearly demonstrates progressively responsible management experience that reflects in-depth, expert knowledge in the field of personnel and physical security, emergency management, law enforcement and health and safety. This includes, but is not limited to experience in the overall planning, development, coordination, implementation, and administration of a comprehensive security, safety and law enforcement program for multipurpose water and power facilities including land use and recreation.
2. Clearly demonstrates progressively responsible management experience that reflects in-depth, expert knowledge in the field of operational and structural dam safety. This includes, but is not limited to experience in the overall strategic planning, development, coordination, implementation, and administration of a comprehensive dam safety risk management program for a water resource organization.
