The Program Support Assistant (OA), is locate in VA's National Center on Homelessness Among Veterans (the Center), Homeless Programs Office, Office of the Deputy Under Secretary for Health Operations and Management (DUSHOM), Veterans Health Administration (VHA), Department of Veterans Affairs (VA). The Program Support Assistant (OA) reports to the Director, National Center on Homelessness among Veterans (the Center) within the VHA Homeless Program Office (HPO), under the functional direction of the National HOMES Coordinator within Clinical Operations.
The primary purpose of this position is to provide clerical and technical support to VAMC Homeless Program staff field support around data systems use and validation. VHA's Homeless Program Office is responsible for providing care and services annually to over 200,000 homeless and at-risk Veterans nation-wide. Services provided by the programs in VHA's Homeless Program Office include outreach, prevention, supportive services, case management, employment services, emergency, residential, and transitional housing, as well as permanent supportive housing. Specific homeless subpopulations served include chronically homeless, at-risk for homelessness, justice-involved, rural, Operation Enduring Freedom/Operation Iraqi Freedom/Operation New Dawn (OEF/OIF/OND), and female Veterans.
The Program Support Assistant (OA) has primary responsibility for the efficient operations of the Homeless Operations, Management and Evaluation System (HOMES) help desk. HOMES is the primary data source for the Homeless Registry and is the primary portal through which all VHA Homeless Program staff submit operational data regarding program processes and outcomes. HOMES capture data on hundreds of thousands of Veterans, has over 6,200 VA Homeless Program end users and hundreds of items across dozens of forms. HOMES is the primary data system for the national performance measures and homeless program budget projections and justifications. It is a system that requires constant monitoring, oversight, testing, and enhancements, and these duties require extensive experience and expertise with data collection and analysis of systems and processes. Since deployment in April 2017, the HOMES help desk receives and responds to an average of 800 tickets per month. Additionally, receiving on average 300 emails per month requesting HOMES support, data validation assistance, and technical and report assistance outside of the helpdesk.
The Program Support Assistant (OA), duties consist of but are not limited to the following:
Physical Requirements: This work involves some walking, standing, bending and carrying some light items. The work requires the Program Support Assistant to be able to move comfortably around the office and when necessary other locations.
Selected applicants will be required to complete an online on boarding process.
There is no educational substitution at this grade level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal/VA competitive service employees with selection priority over other candidates for competitive service vacancies.
