The duties described below are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
As a Budget and Accounting Specialist in the Information Technology and Communications Directorate (ITCD), you will be responsible for supplying financial expertise to the establishment of technical program objectives. You will serve as an organizational expert on budgeting and financial management issues and activities, including historical costs for the SEWP Program Office. You will determine resource requirements and recommend resource allocations based on priorities and needs. You will monitor, track, and report on program obligations. You will analyze, evaluate, recommend, and revise annual supplemental requests for all working capital fund accounts.
You will consolidate and validate input from subordinate levels for the presentation of the budget and oversee the compilation of material. You will distribute cost ceilings to management officials responsible for programs and present budget proposals to senior officials to approve requested funding. You will provide expert advice and guidance to program and line managers on the interpretation of budget estimates, the formulation of budget requests and modifications thereto in support of multi-year development.
You will coordinate all phases of budget development, in addition to monitoring budget expenditures and reports to upper management regularly on the state of budget expenditure. You will develop resources data for presentations or reports on financial goals, objectives and information to meet programmatic, budgetary and management initiatives. You will apply expert knowledge of resource control functions to solve controversial problems in financial reporting and accounting systems ensuring that requirements are met in accordance with laws, regulations and standards.
You will serve as a technical expert, providing guidance related to general cost accounting procedures. You will support planning, purchasing, order entry, productions, management and finance through costing and analysis.
