There are two positions to be filled. One position is located in the Supervisor's Office of the Carson National Forest, Taos, NM and one position is located in the Questa Ranger District of the Carson National Forest, Questa, NM.
The position located in Taos, NM will have primary responsibility implementing a Center of Excellence pilot program for the outfitter/guide, recreation event and commerical filming programs on the forest. The incumbent will admister all aspects of the special use permits, provide consistency across the forest, and increase customer service to holders of special use permits.
The position located in Questa, NM will manage the forests winter sports program, including administering 4 ski area permits, develop over snow travel management plans, and manage one designated sno play area and numerous opportuniites for dispresed motorized and non-motorized winter recreation.

DUTIES DESCRIBED ARE AT THE FULL PERFORMANCE LEVEL:
Special Uses Coordinator (Outfitter/Guide Center of Excellence)
The position is located at the Supervisors Office in Taos, New Mexico. The incumbent will have the primary responsibility of implementing a Center of Excellence pilot program for the outfitter/guide, recreation event and commercial filming programs on the forest. The incumbent will lead key resource clerks and work closely with Line Officer, District Recreation and Lands Staff Officers, and the Forest Recreation and Lands Program Manager to implement the center of excellence concept, administer all aspects of the special use permits, provide consistency across the forest, and increase customer service to holders of special use permits.
This position will provide advice and council to the Line Officers and the Recreation and Lands Program Manager. This Special Uses Coordinator will be the forests Special Use Database Coordinator and be the lead to train existing and new employees with the database, cost recovery, billing, etc. This position will be the primary point of contact for the regional and national billing teams associated with recreation and lands special use permits and support the Lands Program Manager and districts with processing and reviewing lands authorizations.
The duties also include completing NEPA on special use permits, administering special use permits, including field related duties such as conducting performance evaluations and inspections. The incumbent will be responsible for scheduling reviews and inspections in a variety of forest settings from back country to front country. Having the ability to work in the field and participate in activities provided by outfitters to evaluate the services they provide will be important.
The incumbent will spend approximately 70% of their time managing the forests outfitter/guide, recreation event and commercial filming program. Approximately 30% of time will be spend as the SUDS coordinator, billing team point of contact, general permit administration, and assisting with lands authorizations.
Winter Sports Coordinator
The position is a Forest wide position but will be located at the Questa Ranger District in Questa, New Mexico.
The position will manage the forests winter sports program, including administering 4 ski area permits, develop over snow travel management plans, and manage one designated snow play area and numerous opportunities for dispersed motorized and non-motorized winter recreation.
This position will work closely with the Supervisors Office, district Recreation Staff Officers and Line Officers to manage this diverse program, provide consistency across the forest, and increase customer service to the ski areas on the forest.
This position will provide advice and council to the Line Officers and the Recreation and Lands Program Manager. The Winter Sports Coordinator will be responsible for administering all aspects of the ski area permits. The incumbent will be the primary point of contact to review proposals and applications for large or complex ski area projects. Conducts screening and evaluates special use proposals including leading environmental analyses in accordance with the National Environmental Policy Act (NEPA) and Master Development Plan (MDP) requirements. Develops and monitors third-party agreements and contracts and facilitates increasing partnership opportunities such as the ski area conservation fund, and other opportunities.
