    As a major agency of the U.S. Department of Transportation (DOT), the Federal Highway Administration (FHWA) is dedicated to ensuring that America’s transportation system is the best in the world through its roles as Leaders for National Mobility, Stewards for National Highway Programs, and as Innovators for a Better Future.

    The Director, Office of Preconstruction, Construction, and Pavements provides executive leadership and direction to a technical staff in the development and implementation of national policies, programs, and performance measures for constructing new transportation infrastructure and improving the condition of existing highways and bridges.

    Responsibilities

    The Director, Office of Preconstruction, Construction, and Pavements serves as a national leader for deploying engineering innovations in pavement design and construction to accelerate project delivery. As Director, the individual will:

    • Provide leadership and strategic direction to a staff of 26 engineering professionals in Headquarters as well as guidance to more than 650 professionals in 52 Division Offices and the Resource Center in developing and establishing systems, materials, and highway construction processes to improve the effectiveness and efficiency of the $45 billion Federal-aid highway program.
    • Establish and direct outreach and consultative efforts with the American Association of State Highway and Transportation Officials, the Transportation Research Board, and the private sector to develop and implement a coordinated national program on pavements and construction.
    • Lead collaboration efforts with transportation stakeholders in the development and implementation of highway design standards to ensure optimum mobility and safety across America’s roadways.
    • Provide expert guidance to States and local governments on the procurement of construction consultant services and contract administration, including promoting the use of innovative construction methods to advance projects.
