    The incumbent will function as the FEDLINK Fiscal Supervisor (Head, Fiscal Operations of A/R & A/P). The incumbent is responsible for managing and coordinating the FEDLINK Accounts Receivable and Account Payable Section.

    The incumbent will interface with FEDLINK members including federal library managers, financial representatives and/or federal agencies administrators regarding terms and conditions of the interagency agreements, account balances, and accounting practices for several different fiscal years, and provide guidance and direction to member agencies regarding accounting and contracting policies and procedures.

    This position is located in the FEDLINK Division, FEDLINK Fiscal Operations Section, National Enterprises Directorate, National and International Outreach.

    The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

    The incumbent of this position will work a flexitime work schedule.

    This is a Supervisory, non-bargaining unit position.

    Directly supervises technical and professional staff members in the Accounts Receivable/Member Services unit. Leads his/her staff toward meeting the Library’s and Library Services/Partnership and Outreach Programs Directorate’s vision, mission, and goals by acting decisively, leveraging diversity and inclusiveness, demonstrating flexibility and resilience, fostering continuous improvement and innovation, and fostering integrity and honesty.

    Communicates performance standards and expectations and gives timely, constructive feedback on tasks and assignments, ensuring that he/she supervises and manages performance, thinks systematically and inspires change, provides and fosters excellent customer service, and manages projects and functions.

    Ensures the tracking of over 1,900 interagency agreements, and over 6,000 delivery orders in excess of $100 million annually for current and previous fiscal year activities until accounts are closed and reconciled.

    Directs the coordination of the Accounts Receivable/Member Services Section and its financial activities, developing management plan/objectives, system projects, and scheduling; conducts seminars, briefings, meetings and technical programs proposed by FEDLINK management and organizational components within LOC and at other federal agencies to support FEDLINK Accounts Receivable/Member Services activities and program development. In the absence of the FEDLINK Business Manager, serves as the financial expert and provides direction to all fiscal staff.

    Plans and directs the ongoing production of the FEDLINK Accounts Receivable/Member Services Section, developing and administering the annual Accounts Receivable/Member Services budget, preparing monthly production reports, member interagency agreements and delivery orders, and annual reports on the accomplishments of the section.

    Establishes Accounts Receivable/Member Services schedules, deadlines, and production requirements; ensures timeliness of all vendor obligations; plans, develops guidelines for, reviews, and certifies all Accounts Receivable/Member Services; including the on-line certification approval/authorization of obligations to FEDLINK vendors.

    Analyzes, modifies and/or adapts automated accounting systems or techniques to solve a variety of unusual accounting problems or conditions by applying comprehensive knowledge of accounting, financial policies and regulations.
