In this position, you will part of a training and development program designed specifically for FEMA’s Federal Disaster Recovery Coordinators (FDRC). The FDRC is responsible for coordinating with other entities the recovery from intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and manmade/technological incidents.
You will also be required to provide a senior level advisory services to recovery staff and leadership addressing a broad range of recovery issues some of which may be controversial, complex, and precedent setting.
This position starts at a salary depending upon the location selected.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

In this position, the Federal Disaster Recovery Coordinator (FDRC), together with the State Disaster Recovery Coordinator (SDRC), leads the effort to incorporate recovery and mitigation considerations into the early decision making processes. The Federal Disaster Recovery Coordinator monitors the impacts and results of such decisions and evaluates the need for additional assistance and adjustments where necessary and feasible throughout the recovery. You qualify for this position at the IC-13 level if you possess the following:
One full year of specialized experience, equivalent to the GS-12 level, that demonstrates ALL of the following (must be supported and documented in your resume):
1. Collaborating in creating a Recovery Support Strategy (RSS) with Departments and Agencies who are responsible for Recovery Support Functions (RSFs);
2. Generating new concepts and evaluating long range projects as it relates to the National Disaster Recovery Framework (NDRF); and
3. Negotiating with competing stakeholders, which could include Federal interagency and/or State, Tribal, local governments, and private organizations, while maintaining focus on set objectives.

Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
