These are two Detail Not-To-Exceed (NTE) opportunities which are temporary and have a NTE date of September 30, 2018. However, an extension of the Detail may be possible without further competition. The Details may also end early due to lack of work or funds.
A Detail is the temporary assignment of an employee to a different position or set of duties for a specified period when the employee is expected to return to his/her regular duties at the end of the assignment. An employee who is on detail is considered for pay and FTE purposes to be permanently occupying his or her regular position. Therefore, there is no change to the employee’s grade or salary while serving on the detail. The salary range quoted is not necessarily inclusive of the potential selectees current salary if selectees current salary is in a geographic locality other than Rest of United States (RUS).
The positions, located at the incumbents’ current duty station, are directly supervised by the Coordinator for the Enterprise Business Initiatives team.
The Enterprise Business Initiative (EBI) is the national staff responsible for future-state business analysis and business architecture related to streamlining technical and financial assistance activities of NRCS, and is responsible for coordinating the collection, analysis, interpretation, and documentation of business requirements from ad hoc subject matter teams from across the nation.
The incumbent provides software testing and business analyst support for information technology projects to streamline the delivery of conservation assistance. The incumbent serves as a part of a national staff responsible for streamlining technical and financial assistance activities of NRCS, and is responsible for leading natural resource and financial assistance

Provide support for the implementation of NRCS Conservation Delivery Streamlining Initiative action plans pertaining to natural resource conservation planning and Farm Bill program financial assistance.
Develop software implementation and training products.
Develop business process descriptions, use cases, diagrams, workflow and other types of structured analysis products in order to document business requirements.
Work closely with natural resource specialists such as State/National Business Tools Specialists or State/National application coordinators to interpret and document business and functional requirements for use by NRCS IT project teams.
Provide leadership and/or coordination to assigned Agency streamlining projects included in the action plans pertaining to natural resource conservation planning and Farm Bill program financial assistance
Develop software-testing scripts that can be used by a team of field, state and national level natural resource planners or financial assistance specialists to test EBI chartered information technology systems.
Current permanent Natural Resources Conservation Service (NRCS) employees with competitive status, applicants eligible for consideration under the Land Management Workforce Flexibility Act (LMWFA), and USDA Career Transition Assistance Program (CTAP)/Remployment Priority List (RPL) eligibles who are currently at the GS-12 level ONLY.
Basic Requirements:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
