    The Office of Management of Budget is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. As the implementation and oversight arm of government-wide policy, OMB carries out its mission through five critical processes that are essential to the implementation of Presidential priorities: (1) Budget development and execution; a significant government-wide process managed from OMB and a mechanism by which a President implements decisions, policies, priorities, and actions in all areas; (2) Management - oversight of agency performance, Federal procurement, financial management, and information/IT; (3) Coordination and review of all significant Federal regulations by executive agencies, to reflect Presidential priorities and to ensure that economic and other impacts are assessed as part of regulatory decision-making, along with review and assessment of information collection requests; (4) Legislative clearance and coordination (review and clearance of all agency communications with Congress, including testimony and draft bills) to ensure consistency of agency legislative views and proposals with Presidential policy; and (5) Executive Orders and Presidential Memoranda to agency heads and officials, the mechanisms by which the President directs specific government-wide actions by Executive Branch officials.     The Economic Policy Division in the Office of Management and Budget (OMB) is an advisory unit with about six Ph.D. economists. Together, we provide expertise across many fields, including tax, labor, education, finance, and macroeconomics. We work with other components within OMB and the Executive Office of the President on developing policy proposals, estimating budgetary costs, and responding to other requests from leadership. We report to the Chief Economist of OMB and have numerous interactions with the Director's Office.

    Responsibilities

    This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Economic Policy Division. This Division is responsible for economic research and participates in a wide range of cross-cutting economic studies. The Division includes economists specializing in a variety of fields.

    The applicant may be expected to:

    • Research issues in economics with high relevance to the fiscal condition of the Federal Government.
    • Develop economic tools to evaluate current conditions and project future trends in the overall economy, and measure the impact of fiscal policy and programmatic changes on the economy.
    • Research the effectiveness, benefits and costs of tax policies and spending programs, developing econometric or other economic models. These assessments serve as the basis for the formation and coordination of economic policies.
    • Participate in a variety of cross-cutting research studies with other staff members in the Office of Economic Policy, other divisions of OMB, and other Federal agencies.
    • Conduct research for and write and/or review chapters in the Analytical Perspectives companion volume to the President's Budget.
    • Review current economic and technical literature for concepts, conclusions, and data.
    • Critique materials for consideration by the Council of Economic Advisors, the National Economic Council and the Domestic Policy Council. Review legislation, testimony, and speeches for delivery by the President, Vice President, Director, and other Administration spokespersons.
    • Work with staff and policymakers throughout OMB, EOP, and other agencies on a range of issues.
