This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel. The purpose of the position is to serve as a human resources advisor and technical specialist for employee relations, employee benefits, performance management, and compensation. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs. Oversees or accomplishes work through the use of a variety of automated personnel systems and programs.
--Provides comprehensive human resources management advisory and technical services for assigned organizations.
--Serves as the state's principal advisor and consultant to key management and employees on the full range of employee benefits.
--Administers and provides advice on performance management systems, the incentive awards and suggestion programs.
--Program Manager for the Incentive Awards Program.
--Responsible for overseeing and directing the counseling of management, employees, retirees and family members on a wide range of benefit programs such as CSRS/FERS retirement, Federal Employee Health Benefits (FEHB), Federal Employee Group Life Insurance (FEGLI), TSP and FECA.
--Provides technical advise on flexibility's and appropriate use of leave issues such as Sick Leave for Family Care and Bereavement, compensatory time, leave without pay, absence without leave and military leave.
--Provides advice and recommendations to managers on issues that are sensitive, serious or controversial pertaining to appropriate disciplinary or corrective actions.
--In consultation with other HR specialists, provides guidance to all levels of management, and employees on voluntary actions taken by management or employees in matters pertaining to abandonment of positions, change to lower grade, loss of military membership, management directed reassignments and enforced leave.
--Utilizes the Defense Civilian Personnel Data System for input of personnel actions, review of products, and resolves discrepancies.
--Monitors and ensures the FECA program is properly publicized and supervisors are provided the appropriate guidelines for use of the program.
--Reviews requests for personnel and position actions to determine impact on benefit entitlements.
--Develops, modifies, conducts and/or oversees the presentation of basic and/or refresher training in employee relations policies and procedures such as incentive awards, discipline, grievances, performance management, and retirement.
--Responds to inquiries from managers, supervisors, labor officials, employees, retirees and family members. Coordinates with OPM, NGB, Field Advisory Services, and other agencies as required. Attends employee relations' workshops, symposiums, etc.
--May oversee the work activities of employee(s). Trains employee(s) in assigned duties and responsibilities.
--Performs other duties as assigned.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
