This full-time, permanent position is located at the Michael E. DeBakey VA Medical Center in Houston, Texas, in the Human Resources Management Service. The incumbent will be responsible for providing advisory and technical services regarding a wide variety of labor relations issues - including disciplinary/adverse actions, employee conduct, negotiated/agency grievances, third-party appeals, collective bargaining agreements, performance management, and unfair labor practice complaints - for an assigned segment of one of the largest and most complex facilities in the Veterans Health Administration. Specific responsibilities associated with the position include, but are not limited to:
Work Schedule: Monday-Friday, 7:30am-4:00pm. Alternate work schedule may be available.

Physical Requirements: The work is primarily sedentary. The regular and recurring work of the position involves sitting at a desk or in conferences and/or meetings, with some walking, standing, bending, light lifting/carrying, and occasional visits to other work areas. The occasional use of an automobile may be required. No special physical exertion is required.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this GS-12 position, you must have served 52 weeks at the GS-11 level.

Specialized Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. For this position, specialized experience is experience providing advisory and technical services related to disciplinary/adverse actions and employee conduct - as well as issues such as negotiated/agency grievances, third-party appeals, collective bargaining agreements, performance management, and unfair labor practice complaints - for a complex organization.
There is no educational substitution for the GS-12 level.
