    Summary

    The position is located in Resource Management Directorate in the Office of the Chief Information Officer (CIO). The incumbent provides procurement liaison advice and administrative assistance to CIO Managers. The incumbent assists CIO Contracting Officer Representative (CORs) and Technical Point of Contact (TPOCs) in contract administrative functions, such as reviewing procurement actions for accuracy, adequacy, appropriateness, and procedural requirements. Ensures all actions have been taken to adhere to Office of Contracts and Grants Management (OCGM) guidelines workflow expectations and other applicable procedures.

    Responsibilities

    As the recognized procurement expert for a major segment of the agency, advises CIO managers and Contracting Officer Representatives (CORs) and/or Technical Point of Contact (TPOCs) on matters pertaining to technical infrastructure, digital information services, and other related procurements, some with new or complex unusual or unprecedented contract actions. Advise on matters such as contracting actions, including procurement procedures and policy interpretations for major CIO services and related programs. Serves as primary advisory support to CORs and/or TPOCs in the preparation of technical procurement documentation such as Statement of Work (SOW), general technology, media, service, and related industry and vendor research analysis, technology equipment specifications, etc. Serves as principal liaison contact with the service unit CORs and the agency's procurement office. Reviews the organization's procurement actions for accuracy, adequacy, appropriateness, and procedural requirements. Serves as liaison between OCGM Contracting Officer (CO) and SU Contracting Officer Representative (COR) on problem situations encountered by OCGM in processing of procurement, timely resolves problems on the processing of new or existing procurements.

    Performs contract administration activities for significant, highly specialized procurements related digital to technology and related services acquisitions. Plans contract monitoring activities for long-term, extensive technical service contracts. Monitoring includes all types of contracts (fixed price, cost-plus­ fixed-fee, cost-plus-award-fee, incentive provisions, escalation provisions, etc.) for the procurement of major digital technology support services, new media and web services and associated support services and peripherals. Prepares comprehensive reports and recommendations to CORs as a result of the reviews. Monitors vendor service delivery or performance issues through vendor telephone conversations, drafting correspondence, preparing reports, processing vouchers, and scheduling meetings.

    Plans and formulates new or improved contracting policies in a functional area of procurement related to digital information technology products and services. Provides ongoing technical advice, policy analysis and interpretations and acts as primary contract office liaison for complex contracts within CIO. Researches and identifies complex program issues or problems impacting program initiatives. Develops annual plans for requisition for the procurement office. Performs a wide range of duties to support contract policy implementation and contract workload analysis for the organization.
