The primary purpose of this position is: to serve as International Relations Specialist, and Deputy Chief, Programming and Resources Division, responsible for ensuring subordinates and subordinate managers, branch chiefs meet divisional and organizational goals and objectives and are aligned with the AF Strategic Plan and in accordance with SAF/IA's Strategic Plan.
International Relations Specialist and as Deputy Chief, Programming and Resources Division, the incumbent is responsible for ensuring divisional and organizational goals and objectives are met and are aligned with the AF Strategic Plan and in accordance with SAF/IA's Strategic Plan.
Advisor: Advisor to SAF/IAP on developing and implementing SAF/IA tactical, operational, and strategic planning, programming and budgeting process. Anticipates problems, develops solutions and alternatives to ensure division operations run smoothly.
Development and Implementation: Oversees the Planning, Programming, Budgeting and Execution process for SAF/IA programs. Represents international interests in the corporate structure and is the Program Element Monitor for miscellaneous support to other nations.
Management: Monitors and evaluates progress toward meeting goals; provides adjustments in division objectives, division mission, work plans, schedules and commitment of resources as required.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Employee must be able to obtain and maintain a Secret clearance. Employee must be willing to travel and when traveling must be willing to travel by military or commercial air; and employee must obtain and maintain a current passport.
2. Incumbent must be comfortable in dealing with high ranking DOD representatives and able to utilize tact and diplomacy on all occasions. Mobility is a condition of appointment; employee must sign an AF-Wide Mobility Agreement.
3. A Master's Degree in International Affairs or Strategic Studies is highly desired. Completion of a Senior Service School, (i.e. Air War College, National War College, RAND Fellows, etc.) is highly desirable.
4. Employee must meet the mandatory standards of experience and training, and the desired standards of education for an International Affairs level III certification.
5. This position is designated as a key position. In the event of a crisis situation, war, or mobilization, the incumbent must continue to perform the duties to support mission requirements. A member of the Ready Reserve may not fill the position on a permanent basis. If filled by a member of the Ready Reserve, appropriate action must be undertaken to change the incumbent's reserve status to a status other than that of Ready Reserve." In accordance with AFI 36-507, Mobilization of the Civilian Work Force.
