The successful selectee will perform the following duties:
- Supervising employees with work requirements, methods and procedure, and instructs subordinates employees and provide advice when problems arise.
- Managing the Communication Security (COMSEC) system for accountability, issue, safeguarding, destruction, keys, and store for an activity.
- Preparing contingency plans, Standard Operating Procedures (SOPs), and recommend actions to improve the effectiveness and efficiencies of of communication security for an activity.
- Managing the receipt, storage, inventory and disposal of Communication Security materials according to policy.

Selectee must obtain and maintain a current CompTIA Security + (CE) or Program Management Professional (PgMP) certification, or be willing to obtain within 6 months of employment.
QualificationsIn order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-09/11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing administration of Communication Security (COMSEC) program/accounts, and providing technical advice and recommendations to management on cryptography, circuit, and encryption issues and applications for an activity.
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency must include: conducting and documenting accurately monthly quarterly and annual internal audits and risk assessments and interpret policy and manuals. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency must include: works with external account holders to receive or transmit Communication Security (COMSEC) materials. Provide services internal to organization for mission support and administration. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: prepare and present programmatic status reports to management and senior leadership on monthly basis; represent the organization in interactions with external inspectors of responsible programs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: identify, troubleshoot, and correct routine network and system level issues; tests and optimize the functionality of current systems and develops tech refresh plans.
