    Responsibilities


    Serves as aTeam Leader and a Contracting Officer for the Division on a broad range of complex, high dollar value acquisitions for products and services necessary to meet the FDA's mission requirements.
    Responsible for supervising and providing technical guidance to junior and senior contract specialist and procurement analysts on all aspects of pre and post award acquisition and contract activities.
    Serves as a resource and mentor for other specialists on contracting and acquisition policies and procedures, provides on-the-job training, and assists specialists in dealing with various government personnel, contractors and others from the public sector.
    Ensures that the organization's mission, vision, and values are communicated to the branch and integrated into their work plans and work products.
    Reviews, analyzes and implements acquisition policies and procedures issued by various federal organizations, as well as the Department and the FDA.
    Explains goals and objectives to assigned branch member and assists the members in organizing in order to accomplish the work.
    Engages in all aspects of the planning, solicitation, source selection, negotiation, award and administration of negotiated contracts.
    Assesses training needs and provides guidance and direction to specialist in meeting training and certification requirements.
    Attends meetings in absence of the supervisor.
