This position is located in the Office of Human Resources, Office of the Associate Administrator for Administration, Maritime Administration (MARAD). The Department's Chief Human Capital Officer has delegated the Director of the Departmental Office of Human Resource Management authority to provide oversight of the Operating Administration human resource functions and establish goals and objectives to meet the Department's human capital mission.
The Office of Human Resources is responsible for strategic management of human capital. Approves, directs, and administers personnel policies and human capital programs of the Maritime Administration: serves as the oversight authority and principal advisor to Maritime Administration officials and represents the Maritime Administration with Department of Transportation (DOT), Office of Personnel Management (OPM), and other governmental agencies or organizations on human resources matters and initiatives. Directs the development and implementation of Strategic Human Capital Management Plans and Programs to meet Maritime Administration, DOT, OPM, and legislative requirements.
This position is established as Director of Human Resources and serves as MARAD's Chief Advisor and spokesperson on strategic human resource planning, business performance measures, business planning, and effective utilization of human resources throughout MARAD. In addition to this strategic Administration role, this position has the broad and comprehensive leadership responsibility for all MARAD human resource planning and operations programs, including recruitment, staffing, position management, compensation and leave, position classification, training and employee development, and labor and employee relations. This position represents MARAD on strategic human capital initiatives and all human resource programs with the Office of the Secretary, Department of Transportation; the Office of Personnel Management; the Office of Management and Budget; other Federal, State and local Government agencies; and private industry organizations focused on business planning and effective deployment of human resources.
The ideal candidate for this position should have experience in challenging assignments, working with the Associate Administrator in the development and execution of various agency HR programs and procedures to be used in the day-today management and operations of the agency.
