Directs the daily operations of the section to include resource management, financial management (budget), and contract oversight. Manages the enhancement and maintenance projects to meet client requirements, determine resources, develop and monitor project schedules and milestones, and ensure projects are completed within time and funding constraints and acquires and oversees appropriate use of contract resources.
Develops or provides input to planning, budget, security, configuration, and problem management processes related to the assigned functional areas. Prepares and presents briefings to senior management officials and contractor management officials on issues.
Supervises and directs the work of subordinate staff. Evaluates and provides feedback to employees regarding work performance and counsels employees on work issues. Identifies staff training and developmental needs and makes necessary provisions and administers minor disciplinary actions and recommends awards.

1. Knowledge of applying project management principles principles, methods, and practices including planning and scheduling development, resource requirements estimation, milestone and deliverable definition, activity monitoring, risk management, and accomplishment evaluation reporting.
2. Knowledge of quantitative and qualitative analytical techniques to perform cost/benefit and other appropriate analyses.
3. Ability to communicate orally in order to present technical information, advice, findings and recommendations to both IT professionals and others during meetings and presentations, and direct the work of subordinate staff.
4. Knowledge of policies, procedures, practices and techniques applicable to leadership and management; EEO and diversity; structured interviewing; career development planning; interpersonal communication; employee conduct and performance; labor/management relations; reasonable accommodation and preventing workplace violence.
5. Knowledge of applying contract oversight techniques, including interpreting and enforcing contract terms and conditions.
6. Knowledge of vendor tasking within contract limits and constraints, vendor performance and deliverable evaluation, coordinating with contracting officers and other personnel and performing associated accounting and record keeping.
