    This Job Opportunity Announcement may be used to fill other IT Specialist (Systems Analysis), GG-2210-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

    This is a Term Appointment, initial appointment is not to exceed (NTE) 2 years, with the possibility of extension.

    A trial period may be required.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a NON-BARGAINING unit position.

    Relocation expenses will not be paid.

    This is an open continuous announcement. The initial cutoff date for referral is November 6, 2017. After this date, additional referral lists will be created as vacancies are available. This announcement covers multiple positions within the various Directorates of the U.S. Census Bureau through October 19, 2018.

    The individual selected for this position will:

    • Manage projects to meet project milestones, schedules, and scope in alliance with best practices (PMBOK, ITIL, etc), IT operational and/or security policies (for example NIST SP-800-137).
    • Facilitate requirement gathering sessions and documents requirements including conducting requirement gathering sessions, documenting requirements, validating requirements with stakeholders as they relate to current environments and future trends.
    • Serve as team lead to facilitate and guide work to meet project deadlines.
    • Coordinate cross work-unit groups for the purpose of deploying IT solutions or promoting structured software engineering and process improvement initiatives across and enterprise and/or applies best practices for IT solutions.
    • Provide advice and technical consultation and guidance to internal and external customers by analyzing and resolving problems and evaluating alternative means of satisfying user requirements.
