This position is located in the Office of the Deputy Administrator (DA) for Crop Production and Protection (CPP), Office of National Programs (ONP)of the Agricultural Research Service (ARS). The incumbent serves as a Program Analyst reporting to the DA and supporting the projects/programs of the CPP, National Program Leaders (NPLs) by providing technical and staff advisory support on a wide variety of research program issues.

Major Duties may include, but are not limited to:
Identifies solutions to improve project operations and program coordination.
Plans and coordinates workshops, meetings and seminars.
Plans and manages programs involving cross-function teams or team building.
Measures research program and organizational effectiveness and assesses the impact of proposed changes.
Analyzes legislative and/or budgetary documents for input and external communication in the planning of the research programs.
Conducts studies to analyze trends in research program areas.
Provides guidance related to crop production and protection research.
Communicates policies, procedures, and requirements of research project plans to staff or customers.
Establishes and maintains liaison with personnel from federal and state agencies, universities, and private industry.
Writes program summaries and correspondence for distribution to senior management.
Prepares reports on current and long-range research programs and activities.
Gathers, compiles, and summarizes information to generate reports for program activities.
Current permanent ARS agency employees with competitive status in the local commuting area and USDA CTAP/RPL eligibles.

In order to be found minimally qualified, you must meet the following education requirement and/or the specialized experience requirement.
GS-11: to qualify for the GS-11, applicants must have one year of specialized experience equivalent to the GS-9 level in the Federal Service. Specialized experience includes experience working independently to plan and manage programs that include cross functional teams with technical and scientific experts; and gathering, compiling, analyzing, and summarizing information to assist in the implementation of long-term action plans, and ensuring follow up.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
