BASIC DUTY SUMMARY: The Executive Director of the Joint Enabling Capabilities Command assists and represents the Commander by providing oversight and managerial direction to the command and sub-commands' staff members in accomplishing their worldwide missions. The incumbent develops policies, plans, integrates, and coordinates execution of all functions, operations and activities to achieve balanced command program and directs actions to ensure the Headquarters Joint Enabling Capabilities Command and each subordinate command maintain high levels of readiness and when called upon, are able to deploy within pre-established short timeframes. The Executive Director advances, institutionalizes, and manages existing, new, and/or transformational joint capabilities by developing defense-wide standards for new joint enabling capabilities to meet future needs of the war fighting Combatant Commanders. The Executive Director controls management and oversight of a budget that exceeds $460M in Operations and Maintenance and procurement funding from the services across the Future Years Defense Program (FYDP). The incumbent identifies policy, doctrinal, organization, training, material, leadership, financial, personnel and facilities issues that need to be addressed to fully support near term improvements of the JECC and each of its enabling capabilities.
KEY POSITION: This position is designated as a Key Position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. C. EXECUTIVE PERSONNEL FINANCIAL DISCLOSURE REPORT (Standard Form 278). Selected candidate must file this report in accordance with the Ethics in Government Act of 1978.
D. TOP SECRET SECURITY CLEARANCE. Successful candidates must be able to meet the standards required for a national security clearance. Those standards are reflected in the SF 86 (www.opm.gov/Forms/pdf_fill/sf86.pdf). This position has been designated Special Sensitive and the selectee must have or be able to obtain a TOP SECRET/SCI clearance.
E. DRUG TESTING POSITION. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
F. TRAVEL. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
G. DUTY HOURS. This position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
H. VETERANS' PREFERENCE. Veterans' preference is not applicable to the SES.
I. PROBATIONARY PERIOD. An individual's initial SES career appointment becomes final only after the individual successfully completes a 2-year probationary period.
J. AIR FORCE'S SENIOR LEADER ORIENTATION COURSE (SLOC). Attendance is generally required within 12 months of appointment, subject to course availability.
