This position is located in the East Asia and Pacific Division's, Tibetan Service at the Voice of America in Washington DC. The incumbent serves as the Tibetan Service Chief and has overall editorial and managerial responsibility for news and programming targeted to VOA's Tibetan speaking audiences.

INTRODUCTION TO AGENCY: The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi-cultural organization that encompasses all United States civilian international broadcasting. The BBG is comprise of five networks broadcasting in 61 languages that include the Voice of America, the Office of Cuba Broadcasting (Radio and TV Marti), and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. The International Broadcasting Bureau provides transmission, administrative, and other support services; and three grantee organizations. Our staff of dedicated professionals serve as an example of a free and independent media, reaching a worldwide audience of 215 million people with news, information, and relevant discussions.

Duties include, but are not limited to:
-Plans and directs highly-targeted, original multimedia coverage by Tibetan Service journalists and producers.
-Provides clear editorial leadership by giving direction and focus each day to the most important stories, and ensuring the content is timely, accurate, and balanced.
-Develops strategies for expanding VOA's Tibetan speaking audiences. Should have creative ideas for unique coverage, as well as ideas and experience to help VOA Tibetan engage with more people through the use of new social media platforms and digital products, including chat apps, podcasts, newsletters and OTT.
-Manages and supervises a team of writers, reporters, editors, producers; includes performance management, staffing, training and coaching. Assures fair and equitable treatment of all employees. Furthers the goals of equal employment opportunity by taking positive steps to assure the accomplishment of EEO objectives and by adhering to nondiscriminatory employment practices.
-Provides leadership on a wide variety of short term and long term projects with senior editors and provides editorial guidance to staff to produce and present stories designed to attract the maximum interest in an internationally competitive broadcast environment.
-Directs and coordinates the work of contractors and network stringers. Carefully manages funds allotted to the Service for contractors and stringers to assure most effective use.
-Stays fully informed on developments in the U.S., the world, and in Tibet and assures that those of interest to the targeted audience are appropriately covered in Tibetan radio, TV and digital programming. Attends meetings and conferences to stay informed of activities and developments related to the targeted area.
Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.

This position has been designated supervisory or managerial, requiring that the selectee on an initial appointment as a supervisor or manager, serve a one-year probationary period.
