The duties described below are for the GS-15 level. At the lower grade level, the incumbent operates on less complex problems and issues or on a much narrower scope of assignments.
As an Aerospace Engineer specializing in Aerospace Flight Systems, you will assist the Instrument Project Manager (IPM) in the overall leadership, direction, and management of major in-house flight instrument developments. You will : conduct design and progress reviews of hardware partners and in-house efforts including contractor efforts; work closely with program office and international partners; ensure export or transfer of items, to international partners, comply with Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR); make decisions to re-direct in-house, hardware partner, and contractor efforts including revising budgets and schedules as necessary; participate in the continuing risk management process with technical and mission assurance authorities; direct and/or manage a multi-disciplinary team in engineering and integration efforts; and provides engineering analysis for special projects, future projects, and advanced planning of new systems and capabilities of all applicable agency programs and areas of concern and responsibility.
You will prepare budgetary cost estimates and assure adherence to in-house manpower and cost limitations; assist in the review, concurrence, and expenditure of all funds associated with assigned instrument development; review the activities of technical officers who will be directing contracts for various subsystems/components; assist in developing a staffing plan and defining, managing, negotiating for and obtaining in-house technical and business support from other GSFC organizations. prepare and/or direct the preparation of Statements of Work and specifications, which include the technical parameters for the instrument, to ensure compatibility with the latest reliability and quality assurance requirements and other technical reporting required for the instruments; and review and present to the IPM to approve changes to the original baseline instrument and spacecraft interface designs to avoid incompatibilities with instrument objectives.
