ADDITIONAL INFORMATION: The Mission Analytics Branch (APMM), one of four Branches within the Corporate Planning and Management Office (APM), is comprised of two teams: Mission Analytics Team; and GEOINT Program of Analysis (GPoA) Team. The Branch's Mission is:
To enable capabilities in support of, and knowledge about, Geospatial-Intelligence (GEOINT) mission management intelligence goals, accomplishments, and gaps to facilitate informed GEOINT analysis program management decisions across the GEOINT enterprise.
Members of the Mission Analysis Team ensure the Branch leads and delivers a performance management process that: provides measures incorporating GEOINT Program of Analysis (GPoA) data and expands understanding of NGA's Analytic Capabilities and Knowledge metrics. Individual should be capable of focusing on impactful, strategic messages that ensure communiques are easily understood.
Individual will utilize critical thinking skills to improve existing processes within NGA and the extended GEOINT enterprise. Coordination is crucial, and entities with which person will interact with include: Mission Managers, Lines of Business Management Teams, Office of Strategic Operations (OSO), Corporate Assessment and Program Evaluation (CAPE) Office, the Analysis (A) and Source (S) Directorates, and the Analytic Capabilities Portfolio on performance measure development issues. Work efforts also include: responsive support to direction from the Office of the Director of National Intelligence (ODNI) on closing gaps on key intelligence issues.
Individual will interact with National GEOINT Officers (NGO's), Senior GEOINT Officers (SGO's), and others in the assessment process. Individual shall also interact with stake holders via the Analysis and Production Working Group (APWG) and the Mission Management Working Group (MMWG), ensconcing a repeatable process for mission reviews that address the impact on Key Intelligence Questions (KIQ's) and measure intelligence gaps. Participation in the Mission Management Working Group (MMWG), is expected to contribute to the evolvement of Analysis-centered assessments into NGA-wide GEOINT Mission Reviews (GMR's).
Work in the Mission Analytics area helps institutionalize Mission Area Lines of Business assessments by capturing lessons learned and documenting a repeatable process, updating Branch Standard Operating Procedures (SOP) for the process, and by reviewing NGA's capacity to narrow critical intelligence gaps, as well as discover and address areas of acceptable risk. Individual should be able to accurately identify and assess intelligence gap closure.
Individual will be a strong supporter of the Analysis Priorities and help "Manage the GEOINT Mission" by integrating measures and assessments work into the GEOINT enterprise. Individual "Implements the Strategy" and "Develops the Workforce" by capturing and exposing GEOINT analytical metrics knowledge, and by providing guidance and instruction to our analytical workforce, thereby growing professional expertise across NGA and our partners.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 4 years of professional experience in business analytics, statistics, or a related field.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Operational analytic experience to enhance relevance and applicability of the GpoA;
2. Demonstrated ability to create Business Analysis tools/visualizations (e.g., dashboards for Lines of Business and Mission Managers);
3. Demonstrated Programming Skills - Write scripts in Visual Basic, R, Python, Tableau, Kabana, or other software for modeling processes, repeatability, efficiency, knowledge capture, hypothesis testing and process automation;
4. Knowledge of the GMMI system capabilities and data;
5. Statistics or mathematics background/training;
6. Strong capability using XCEL spreadsheets, especially pivot tables.
