About the Position:
This is a permanent position in the excepted service without time limitation and will not be filled by a competitive appointment. Service in this position may be fully creditable toward civil service retirement. Any selected applicant who is in the competitive service will be taken out of the competitive service when he or she occupies this position and will compete only with other excepted status employees in the event of a reduction-in-force. He or she, however, remains eligible for reinstatement in the competitive service.

This position will be located at Headquarters U.S. Army Corps of Engineers (HQUSACE), Washington, DC, and is under the supervision of the Assistant Chief Counsel for Procurement Law and Contract Disputes. Selectee serves as the USACE Chief Trial Attorney with responsibility for functional supervision over the activities of more than 80 trial attorneys in USACE field offices in connection with defense of the Government's case in contract dispute appeals before the Armed Services Board of Contract Appeals, the United States Court of Federal Claims, and the United States Court of Appeals for the Federal Circuit. The selectee develops and disseminates enterprise-level guidance to Engineer Trial Attorneys concerning the method, manner and extent to which USACE presents its defense of any appeal to ensure quality representation. In cases where the legal issues impact on the national interest or present matters of unusual complexity, serves as the lead Trial Attorney representing USACE. Also serves as proponent and lead instructor in instructional courses in Alternative Disputes Resolution and ASBCA Litigation training offered by the Office of Chief Counsel. The selectee designs, develops, and presents other training related to contract litigation as necessary. The selectee provides senior-level legal advice and review regarding legal and policy issues related to contract litigation and how those issues affect USACE programs. The selectee coordinates with a variety of USACE, Army, and other senior government officials to resolve extremely difficult and sensitive issues occasioned by contract litigation.
