The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.
This position is located in the Eastern Region, Region 9 Regional Office, as part of the Air/Water/Lands/Soils/Minerals staff. The duty location for this position is Milwaukee, WI.
This position serves a Review Appraiser primarily responsible for preparing narrative appraisals and technical appraisal reviews supporting the Forest Legacy Program. It also supports National Forest System landownership adjustments (purchases, land exchange, and conveyance) as well as special uses, and other agency functions. The work regularly involves valuation of conservation easements, timberlands, and politically sensitive lands.

The position requires the incumbent to handle complex assignments involving a range of property types including timberland and transition land, often located in areas of limited data and few comparable market transactions.
This position primarily supports Forest Legacy Program projects (purchase, partial acquisition, conservation easements) throughout the twenty-state Northeastern Region. The position also supports landownership adjustments (purchase, land exchange, and conveyances) on 14 National Forests and 1 Tall Grass Prairie.
The incumbent is responsible for performing valuation needs, including contracting for real property appraisals, writing statements of work for appraisal services, identifying qualified contract appraisers, performing technical appraisal review duties, and preparing narrative appraisal reports, as assigned by the Regional Appraiser, and providing consulting services to Forests and in conjunction with Forest Legacy Program and National Forest System objectives.
Additionally, the incumbent provides input to and assists with providing guidance to the Regional Appraiser in establishing Regional valuation policy and assuring quality control for valuation activities. The incumbent is expected to integrate and perform as part of the Air, Water, Lands, Soil, Minerals team.
A Certified General Appraiser license in at least one state is a minimum requirement. At the GS-13 level, a designation or accreditation that requires approved classroom training in appraisal practice, experience requirements, a demonstration appraisal report or appraisal review report, and a comprehensive qualifying examination in the attainment of the credential is a minimum requirement.
