NF-03/04 Developmental Level (-1/-2):
Duties performed are developmental in nature which lead to the advancement into the full performance position (#19556) of Human Resources Specialist (NAF). Upon successful completion of on-the-job training, the incumbent may be promoted non-competitvely once qualifications on the higher level position description (PD), #19556, have been met.
Performs the duties of #19556 with the following differences:
Under close supervision the incumbent receives developmental assignments and attends formal training courses. Supervision is provided by the supervisor and/or a subject matter expert through the developmental stage.
NF-04 Full Performance Level:
Provides the full range of HR services for manager and employees in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations, labor relations and regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting polices, regulations and directives determine suitability for this position.
