USCIS is currently soliciting applications for the next cohort of the New Leader Program (NLP). The NLP is a six-month program designed to develop and prepare high performing GS 07-11 employees for leadership roles. This program focuses on the Executive Core Qualifications designed by the Office of Personnel Management (OPM) with a primary emphasis on Developing Self. The NLP helps students acquire these competencies through leadership and assessments, residential sessions, experiential learning, one 30-day developmental assignment, action-learning team projects, shadow and interview assignments, reading and report writing.
The instructor-led portions of the program are offered in Washington, DC.
The 30-day developmental assignment required of this program must be done at the local level and can be done at any federal agency.
FUNDING: The USCIS LEAD Program pays for tuition, lodging, per diem, and all travel costs. Rental cars are authorized on a case-by-case basis. The home office of record prepares travel orders.
Salary noted on this announcement reflects base salary for the GS-07, step 1 to GS-11, step 10. Selectees for this program will remain at their current grade level and salary of their permanent position of record. Candidates will not be required to relocate during the duration of the NLP.

Program Activities: The New Leader Program participant is exposed to new ideas and thinking through a number of developmental activities. These activities are required of all program participants:
Personal Development Action Plan (PDAP): Participants complete the Graduate School USA's Leadership Effectiveness Inventory (LEI), a 360 assessment, to determine strengths and developmental needs. Through feedback, each participant designs a PDAP that is tailored to their individual needs. This plan includes a series of developmental assignments and independent study activities that will enhance their strengths and develop skill gaps.
Developmental Assignment: This 30-day developmental assignment provides participants the opportunity to develop skills and competencies in areas outside of their technical expertise. This activity also provides an opportunity to network and represent their office in new contexts.
Shadowing Assignment: Participants complete one three-day assignment "shadowing" a senior federal manager from the GS/GM-13 level to the Senior Executive Service (SES) level. Through this assignment, participants are exposed to managerial excellence and gain visibility among managers and executives. This is an opportunity to view decision-making styles and problem-solving techniques in a real world situation.
Management Interviews: Participants are required to interview two career employees of the federal workforce at the GS/GM-13 or higher level. These interviews provide opportunities to gain critical information for successful long-term career planning and development. Participants gain insight and knowledge about the role of public sector managers through well-designed personal and professional questions.
Book Reviews: Participants read and review two books related to the competencies that they are trying to develop during the program. Book reviews enhance participants' sensitivity to management issues, trends, and concepts that may or may not be currently observed.
Team Project: Program participants work with a diverse team of federal employees to identify a current problem faced in the federal workforce today and propose possible solutions to implement. The team platform gives way to strengthening individual leadership and interpersonal skills.
