If you are selected for this position, you will serve as a Computer Scientist, Operations Research Analyst, or a Statistician (Interdisciplinary) in the Performance Measurement and Analysis Section, Field Oversight and Analysis Branch, Threat Assessment Division, within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include:

Basic Requirements for all Operations Research Positions:
Basic Education Requirements: This position requires a degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 semester hours of the 24 semester hours must have been in calculus.
Basic Requirements for all Statistician Positions:
A. A degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
B. A combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Basic Requirements for all Computer Science Positions:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to the basic requirements, to qualify for the SV-H Pay Band (equivalent to GS-11/12), you must meet one of the qualification requirements (A, B, OR C) outlined below.
A. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-G Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience is defined as experience performing one or more of the following: Analyzing operational performance data, measuring program or project performance, testing and evaluating statistical process control, preparing reports which are used to identify root causes of security failures, developing risk mitigation strategies and providing recommendations for process improvement; OR designing and developing statistical models for use in performance evaluation and predictive analytics, designing analytic capabilities, tools and algorithms for augmenting and improving current agency business intelligence (BI) and performance management (PM) databases, software suites and platforms; OR defining appropriate measures of effectiveness (MOEs), measures of performance (MOPs), developing systems analysis methodologies, conducting component modeling, system synthesis and decision analysis.

B. Education: Completion of a Ph.D. or equivalent doctoral degree in or in a related field; OR Three full years of progressively higher level graduate education leading to such a degree;
OR
C. Combination of Education and Experience: Combinations of successfully completed graduate level education (beyond the second year) and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
NOTE: If you are attempting to qualify based on education, in whole or in part, you MUST submit a copy of your transcript(s) from an accredited college or university (for each school attended) to establish qualifications based upon education. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to the basic requirements, to qualify for the SV-I Pay Band, (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Education cannot be used or substituted at this band level.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
