NSF is relocation to Alexandria, VA. In late summer of 2017, NSF will begin the transition from its current location in Arlington, VA to 2415 Eisenhower Avenue, Alexandria, VA 22314. The Division of Human Resource Development (HRD) announces a Nationwide search for a Associate Program Officer at the National Science Foundation with expertise in research, research administration, and/or graduate education administration experience. Also desirable are candidates who are highly knowledgeable in the field of graduate education, participate actively in the science and engineering community, have strong teamwork and collaborative skills, excellent oral and written communication skills, and are effective spokespersons in the science and engineering community.
The NSF associate program officer works with program officers or senior researchers to provide an integrated and responsible effort for a research program or an area of a research program. The goals and core strategies of NSF's Strategic Plan set the framework for all activities. The goals are: (1) enable the United States to uphold a position of world leadership in all aspects of science, mathematics, and engineering, (2) promote the discovery, integration, dissemination, and employment of new knowledge in service to society, and (3) achieve excellence in U.S. science, mathematics, engineering, and technology education at all levels. The core strategies NSF staff employ include developing intellectual capital, strengthening the physical infrastructure, integrating research and education, and promoting partnerships.
An associate program officer is involved in a range of activities which include, for example, long-range planning and budget development for the areas of science represented by the program or program cluster, administration of the merit review process and proposal recommendations, preparation of written materials describing advances in the research supported, and liaison with other NSF programs, Federal agencies and organizations.

As the Associate Program Officer for the LSAMP program, the incumbent will be responsible for providing appropriate scientific and administrative judgment to insure the integrity and consistency of the awards process and to effectively manage the timely merit review involved in decision making for the awards. The incumbent will represent the Program, Division and Foundation within the scientific community, with other NSF Divisions, with other appropriate agencies and organizations, and with the public, accurately reflecting NSF policy and positions.
The incumbent will support the LSAMP program in the timely and effective review of applications, processing of recommendations for awards and declinations and outreach needs of the programs. The incumbent is expected to participate in staff, panel, committee and other meetings, providing input relevant to Program area and/or Division. As an Associate Program Officer in EHR, the incumbent is expected to contribute to the directorate’s mission and goals as well as to the NSF overall mission including serving on EHR and agency wide working groups and committees.
Promote a healthy balance of support for all the needs of the research and education enterprise either through program, division, directorate, Foundation, or interagency activities.
Monitor program resources so as to provide optimal appropriate scientific judgment to insure integrity and consistency in the grant declination process without conflict-of interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists. Incorporate cross-directorate responsibilities into program administration.
Administer an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists.
Provide scientific evaluation and advice for other programs in NSF, including international and cross-directorate programs.
Assist in the development of short- and long-range plans, establishing objectives for research programs, and program evaluation. Assist in planning the program budget and allocating resources within that budget among major competitive programs.
Control waste, fraud and abuse.
