The National Labor Relations Board (NLRB) is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps. The SES is comprised of men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.
The Director, Office of Appeals is charged with responsibility on behalf of the General Counsel, for providing a review of all appeals which is completely objective, impartial and independent of the action taken by Regional Directors. Final decision on some appeals are made by the Director after receiving recommendations from the Appeals staff. Appeals requiring more authoritative recommendations are submitted to the Associate General Counsel, Deputy General Counsel and General Counsel. These decisions and recommendations, when adopted by the General Counsel, become the final resolution of the issue and there is no further appeal. While many appeals deal mainly with substantive evidence questions, numerous cases involve close, complicated or novel legal issues and provide guidance for future proceedings. The Director also reviews and advises the General Counsel concerning appeals from Regional Directors' acceptance of pre-complaint or post-decision settlement of unfair labor practice charges filed by members of the public.
The Director reports directly to the Associate General Counsel, Division of Enforcement Litigation, and directs the Office of Appeals, which is comprised of attorneys, including a Deputy Director, Supervisory Attorneys, experienced labor law attorneys, and administrative professionals.

The Director develops basic policies and procedures for the conduct of the appeals function; reviews correspondence pertinent to appeals from the initial filing to final disposition; develops written permanent record on behalf of the General Counsel of all decisions in appeals cases; presides over oral argument presented by counsel for the various parties in support of, or in opposition to appeals cases; and determines the selection of appeals cases for personal consideration by the General Counsel which involve novel and/or important legal and policy issues.

Applicant must possess a J.D. or LL.B. degree and be a member of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. The selectee will be required to provide proof of current bar membership prior to appointment. ALL APPLICANTS must submit proof of successful completion of education requirements. This proof may consist of a law school transcript, copy of diploma from the applicant's law school, or other documentation which provides clear and specific proof of education, such as a current SF-50 demonstrating that the applicant is currently occupying a position in the 905 series. Rating and Ranking to determine "Best Qualified" will be conducted by a panel of experts and will be based upon consideration of the degree to which applicants meet the mandatory knowledge, skills and abilities described in the ECQs and PTQs. Current career SES members, former career SES members with reinstatement eligibility, OPM certified graduates of a SES CDP will be considered noncompetitively. Those applicants who are determined Best Qualified will be sent to the selecting official for possible interview. If selected, your ECQs must be certified by OPM's Qualifications Review Board, unless you are a current SES executive or have graduated from an OPM approved SES CDP. You must receive certification before you can be appointed to the position.
The Office of Personnel Management (OPM) is required by law to review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. To be considered, applicants must submit a written statement addressing the five (5) Executive Core Qualifications (ECQs) listed in this announcement.
