About the Position:
You will serve as a Contract Specialist responsible for pre-award and post-award functions for services, supplies, and construction in support of the installation and activities in Fort Carson's geographical area of responsibility.
The full performance of this position is GS-11. If hired at the GS-09 level, you will serve on a developmental assignment, performing duties of increasing responsibility and difficulty to prepare for the full performance level of the position. Once qualification and time in grade requirements are met, you may be noncompetitively promoted to the full performance level (GS-11) at the discretion of the supervisor.

Basic Education Requirement
The Contract Specialist series has specific educational requirements which apply to all positions. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.
To qualify, applicants must possess:
A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees;
AND
Have completed at least 24 semester credit hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
NOTE: The education requirements listed above apply only to individuals entering Department of Defense (DoD) 1102 position on or after October 1, 2000. Current civilian personnel in DoD, who occupied 1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from meeting this requirement.
Substituting Education for Experience
Some federal jobs allow you to substitute your education for the required experience in order to qualify.
For this job, you may qualify if your education meets the definitions below:
GS-11
Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (NOTE: You must attach a copy of your transcripts for verification.)
OR
The specialized experience as described above but less than one year, and more than two years but less than the required three years of education above such that the total is at least 100% of the requirements. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.) (Note: You must attach a copy of your transcripts.)
