This Senior Executive Service (SES) position is responsible for overseeing the investment program under which more than $500 billion of TSP participant funds are invested daily. The Chief Investment Officer serves as a subject matter expert on investment related topics, recommends investment policies to the Board for approval under their statutory responsibility, reviews investment performance and appropriateness of existing funds, and analyzes investment products available on the market as well as the delivery of such products.

Serves as principal Agency expert and official responsible for all matters related to the management, design, and operation of the investment program of the TSP. Serves as primary advisor to the Executive Director on matters relating to TSP investment policies, programs, and strategies.
Analyzes investment strategies and performance of investment programs and vehicles similar to the TSP, an recommends policies or procedures that benefit participants and beneficiaries.
Oversees the analysis and assessment of potential new investment indexes, potential changes in procedures for investing and trading funds, and the preparation of findings and recommendations to the Executive Director, the Board, and other senior Agency officials.
Oversees and directs the investment management programs, functions, and policies of the Agency. Collaborates with the Executive Director in the development and implementation of investment policy, procedures, LifeCycle fund asset allocation strategy, and oversight of investment management services. As the principal liaison with the outside investment manager of TSP funds, ensures that funds are invested in accordance with applicable laws and regulations and the policies established by the Board.
