Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. With guidance from the supervisor, employee serves as a secondary interface with foreign customers providing support, Advice research, and analysis. Incumbent develops skills and experience in the formulation and direction of foreign affairs and/or the study and disposition of information bearing on international relations. Work assignments consisting of a series of specific and related tasks have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques in three main areas. First, international operations that involve items or systems for use in foreign military sales (FMS) or the Grant Aid program and are sustained for the life-cycle of the weapon system. Second, program management to include planning, coordinating, and evaluating the development and or production of a. system, subsystem, or equipment item to meet cost, schedule, performance, and supportability requirements as determined by higher authority. Third, to understand and execute international agreements with foreign governments through established channels. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assistance in solving problems is available from the supervisor or a higher-graded specialist
Performs recurring assignments. Independently performs recurring assignments off limited, but gradually increasing, difficulty and complexity as directed by the supervisor or team lead. The employee assists higher graded employees in performing program management research, and in the execution of international agreements supporting country assigned. The employee is responsible for locating and selecting the most appropriate guidelines and procedures for application, and making minor deviations to adapt the guidelines to specific cases. Analyzes routine problems that are encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the command country manager and/or supervisor for assistance Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include responses to routine inquiries, reports, letters, and other related material to higher levels of Air Force management, Department of Defense (DoD), Department of State, and/or the customer.
Participates in special initiatives, studies, and projects. Works with other specialists to plan, perform research, and conduct special initiatives, studies, and projects. Participates in the preparation of reports and briefings outlining study findings and recommendations to country assigned. Assists program support managers, supply technicians, and other members of the country team in preparing for program management; financial management, and other reviews.
1. May be required to travel by military and/or civilian aircraft throughout the US and overseas areas in the performance of official duties.
2. The employee will be required to obtain and maintain an appropriate security clearance.
3. May be subject to work an uncommon tour of duty to meet program requirements including nights, weekends, and holidays.
4. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. 5.
