The Professional Development Specialist (PDS) works directly for the Chief, Instructional Leadership Development (CILD) who is responsible for ensuring a quality education by providing embedded professional development and coaching for district and school leaders and leadership teams. This includes developing the knowledge, skills and abilities in these teams to effectively implement systemic and district priorities; providing differentiated support to specific district staff and school leaders; and monitoring efforts to ensure implementation that will lead to student success. Also responsible for working closely with the superintendents, principals, headquarters and other CIL staff to facilitate support between headquarters, districts and schools focused on academic achievement and equitable practices for all.
The incumbent is among a team of professional educators who serve as consultants, coaches, collaborators, presenters, and facilitators within and across districts within the region to support district staffs, school leaders and teacher leaders providing professional development for the implementation and sustainment of systemic priorities such as the implementation of College and Career Ready standards; facilitate horizontal and vertical learning networks; and build capacity for proven innovative curriculum, instruction, and assessment best practices.
MAJOR DUTIES:
Provide guidance to district and school leadership teams to develop goals that are aligned to the DoDEA's missions, beliefs, and priorities.
Develop capacity of district/school leadership teams to build a commitment for high student performance by being a catalyst for change, and articulating, implementing, and sustaining a vision of learning.
Engage and support district and school leaders in collaborative learning communities to foster continuous learning, productive interaction, and support transfer of the learning to practice.
Implement and sustain a collaborative coaching approach for districts/school leaders to become more reflective practitioners and support their roles as instructional leaders and ensure a link between professional development and a change in practice by building capacity to monitor and inform improvements of school-wide and classroom practices using observation, feedback and reflection.
Assist superintendents and principals with the development, implementation, monitoring, and evaluation of aligned School Improvement Plans (SIP).
Develop and administer a research agenda to identify, replicate, and catalog best practices.
Support mechanisms to provide accurate data to superintendents and principals in order to recommend and implement data-driven, research-based school improvement plans and instructional leadership; to monitor student progress and achievement, and to evaluate the effects of professional learning provided.
Assist the implementation and execution of teacher to leader development pipelines to build the capacity of DoDEA educators and provide professional paths of development from teacher to teacher leader, Instructional Systems Specialist, and/or, principal.
GRADE/CONTENT SPECIFIC DUTIES (Special Education, Elementary (PK-5), Middle (6-8), or High School (9-12 grades):
Conditions of Employment:
1) Minimum Education Requirement: A Master's degree in Education or Special Education with at least 15 undergraduate/graduate semester hours of course work in ALL of the following areas: professional development, education technology, school data analysis, and supervision of general or special education. Educational course work must have been completed at or accepted by a regionally accredited U.S. college or university. Education may not be substituted for generalized or specialized experience at this grade level.
2) General Experience Requirement (5 years): Relevant elementary or secondary school experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, professional development, special education, educational administration, or comparable experience which clearly demonstrated success in applying the principles, methods, and techniques of education, and provided familiarity with current developments in teaching, learning, instructional leadership, and professional development. Relevant experience must be in the grade levels/program listed below or a combination of the grades listed below.
3) Specialized Experience Requirement (3 years): Experience in a professional position which clearly demonstrated the ability to administer and support PreK-12 grade curriculum, instruction, assessment, professional development, or special education programs and to effectively support educators in professional growth. Specialized experience must include a minimum of three years as an Elementary or Secondary School Administrator, Instructional Systems Specialist (ISS), Curriculum Coordinator or Instructional Coach.
Examples of specialized experience include experience gained in educational leadership positions in a PreK-12 education system that demonstrated:
4) Professional Certification/License Requirement: Must be DoDEA certified/certifiable in any of the areas listed below.
