In this position you will be responsible for the technical and administrative supervision of a group of employees engaged in workload analysis, workforce analysis and human resources/workforce data-modeling, hypothesis testing, decision sciences, and applied math. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will serve as the Human Capital Workforce Planning Officer within the Policy and Planning Division within the Office of the Chief Component Human Capital Office. The position is responsible for the technical and administrative supervision of a group of employees engaged in workload analysis, workforce analysis and human resources/workforce data-modeling, hypothesis testing, decision sciences, and applied mathematics. Typical duties include:
- Serving as a subject matter expert in the areas of workforce metrics, reporting, competency and skills gap analysis, and advanced and predictive analytics.
- Developing and executing strategies to improve human capital and workforce planning within FEMA.
- Developing study proposals and coordinating with staff the research, evaluation and validation of the efficacy of transformation initiatives.
- Performing advanced analysis, evaluation and advisory assignments related to transformation strategy, business activities, and business transformation; as well as for similar reengineering and realignment efforts.
