The Program Specialist will support the VISN-wide Telehealth Hub program, and telehealth initiative, in general, by insuring smooth efficient operation of telehealth infrastructure, systems, processes, programmatic operations, data reporting, performance measurement, and healthcare studies and analyses.
The Veterans Health Administration (VHA) expands the provision of patient care to include the utilization of innovative telecommunication technologies to enhance care coordination, access to care, and routine management and delivery of Veteran healthcare. The virtual care programs include a broad range of telehealth modalities and complex processes to administer patient care in accordance with established VHA and VISN standards, and consistent with Network-wide and facility level policies and procedures; as well as support VISN and facility strategic planning efforts.
The Telehealth Hub is located in Boise, ID on the Boise VAMC campus. The Hub serves a wide range of telehealth services using of various telehealth equipment, throughout VISN 20. The Telehealth Hub program includes services in primary care, mental health, and pharmacy across 4 states and 8 VAMCs in the Northwest Healthcare Network. The focus of the virtual hub is to provide healthcare to rural and underserved areas.

The Boise VAMC Chief of Staff Office is recruiting for a Program Specialist (Telehealth) GS-0301-7T9 position working for the Chief of Staff Telehealth Service. The incumbent works closely with the Telehealth Program Director, Facility Telehealth Coordinator (FTC), program staff, providers, other healthcare professional team members, clinics, internal and external services, and community agencies. The incumbent is primarily responsible and accountable for providing data management, professional assessment, coordination and planning of multiple healthcare services and acts on behalf of the VHA and veteran (and Veteran's family) to ensure that necessary clinical services are received. They shall ensure quality care according to established standards of care/practice, policy and procedures in preparation for the Conditions of Participation. The incumbent requires knowledge and insight into program performance and hindrances, can problem solve issues, and make recommendations for corrective action. The practice of the incumbent is characterized by leadership in improving patient care.
Major Duties:
Manages the Telehealth Management Platform (TMP) program, trains staff in the utilization of the TMP.
Tracks and monitors all Boise V-IMPACT telehealth equipment in TMP, develops and tracks and runs reports as needed.
Participates in short and long range VISN-wide telehealth planning.
Manages VISN-wide tele hub clinical programs and projects.
Develops productivity and performance reports, dashboards, etc. to monitor and track tele hub outcomes and metrics.
Manages and analyzes data for presentation to facility and VISN leadership for use in planning, development, and operations.
Develops internal review systems for tracking and planning program initiatives, innovations, and activities.
Provides technical expertise in the field for health care planning and system redesign.
Researches to identify needed orientation and training needs and coordinates staff training and development.
Provides consultations to the field and implements resolutions, as required.
Creates and maintains systems to ensure workload is properly captured and optimized.
Analyzes telehealth data and identifies trends and issues of concern, provides solutions in the way of recommendations.
Develops databases and tools to monitor and illustrate trends analyses on performance activities and to identify the strengths and weaknesses of the VISN-wide telehealth.
PACT program. Based upon analytical results, he/she provides recommendations to reduce the program deficiencies.
Performs health care studies that management can use to assist in complex VISN planning and operational implementation on telehealth.
Ensure effective reporting for the VISN Tele Hub program activities.
Serve as the POC for operational information, reports, data pulls, controlled correspondence and local or VISN suspense, action items, or other inquiries.
Monitors action items to ensure appropriate progress to remedy sited regulatory issues, compliance problems, and risk management.
Responsible for the communication flow and dissemination of publications, announcements, updates, or other informational items to the proper staff.
Recommends new policies and procedures and recommends revisions to existing VISN policies and procedures.
Establishes and monitors process controls to ensure actions are completed as approved.
Review material and monitor operations with regard to compliance with standards of internal and external accrediting agencies.
Analyses telehealth data, identifies trends and opportunities for improvement.
Recommend action or adjustments necessary to achieve required objectives.
Develop background and management options available to deal with complex VISN planning and implementation issues.
Draft and/or revise memoranda, policies, SOPs for Tele Hub operations to be approved at a senior level leadership level.
Ensure communications are accurate, professional, and complete according to organizational formats/guidelines.
Compile final reports including comprehensive analyses, note discrepancies and plan initiatives to effect remedial actions.
Contribute to proposals and review/edit submissions to the VISN for completeness.
