At the full performance level of the target conversion position (GS-12): You will be performing the full range of pre and post award functions using sealed bidding, negotiated, or simplified procedures. Administer contracts for a variety of supply, maintenance and transportation services is support of the installation operations. Will ensure appropriate funding and required waivers, certifications, justifications, approvals and compliances have been obtained for purchase requests using sealed bidding, negotiated or simplified procedures. Upon completion of progression, will be responsible for the negotiation, award, cost analysis, and administration functions for commercial activities/installation-wide contracts or complex/master contracts for supplies, services, equipment, and construction. You will serve as Contracting Specialist for the Regional Contracting Office, Hawaii (RCO-HI), responsible for the negotiation, award, cost analysis, and administration functions for commercial activities/installation-wide contracts OR complex/master contracts for supplies, services, equipment, and construction, may include those resulting from OMB A76 and privatization studies. Incumbent provides advice, assistance, and technical direction to representative of other activities ensuring that the development of contractual and legally sufficient statements of work, surveillance plans, etc, is completed.)

Specialized experience (GS-07) is defined as: one year of specialized experience equivalent to the next lower grade/level (GS-05) comparing prices, discounts, delivery dates, or handling charges on recurring types of procurements, e.g., standard commercial items; reading and interpreting procurement regulations and translating the guidance into specific actions, e.g., assisting in the preparation of solicitation documents; and experience writing procurement memoranda and drafting simple contract provisions.
Specialized experience (GS-09) is defined as: one year of specialized experience equivalent to the next lower grade/level (GS-07) with formal advertising to solicit bids to procure a variety of requirements ranging from standard to specialized supplies, services, or construction; contract negotiation techniques to negotiate or administer contracts; experience with postaward procedures to administer firm fixed-price, time and materials, indefinite delivery, or other contracts; contract termination procedures such as analyzing allowable costs and making recommendations and experience with market conditions applicable to evaluate bid responsiveness, contractor responsibility, and contractor performance.
Specialized experience (GS-11) is defined as: one year of specialized experience equivalent to the next lower grade/level (GS-09) in the application of procurement statutes, Executive orders, policies and regulations to develop contracts or schedules for the purchase of large quantities of items to meet requirements; analyze the availability of potential suppliers or develop new sources of supply to assess the impact on the market; negotiate the procurement of complex and/or diversified supplies and/or services; review and analyze settlement proposals, audit reports, technical evaluations, and subcontractor claims.
Specialized experience (GS-12) is defined as: one year of specialized experience equivalent tot he next lower grade/level (GS-11) applying contracting regulations, procedures, and methods to the solicitation, negotiation, award, administration and closeout of varied contracts and are in compliance with applicable procurement regulations and procedures.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower OR second lower grade (or equivalent). NOTE: To support the time in grade (TIG) requirement you MUST submit a copy of your latest non-award SF-50/NPA that reflects your highest grade held on a permanent basis along with your application/resume package. Failure to do so may affect your rating or consideration for employment.

Education Substitution for the GS-07:
To qualify based on education in lieu of specialized experience, applicants must Possess 1 full academic year of graduate education or law school or superior academic achievement. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT TRANSCRIPTS)
OR
Applicants who meet the criteria for Superior Academic Achievement (S.A.A) qualify for positions at the GS-07 grade level. S.A.A is based on class standing, grade-point average, or honor society membership:
1. Class standing : Applicants must be in the upper third of the graduating class in the college, university, or
major subdivision based on completed courses.
2. Grade-point average (G.P.A.): Applicants must have a grade-point average of: a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
